Summary of the contracting process

The Ministry of Defence procured a mindset-based development programme for military and civilian staff at the Defence Medical Academy. The service combines formal management and staff training with coaching to support behavioural change, helping individuals understand how their behaviour affects colleagues, recognise potential conflict and build more effective working relationships. It includes practical tools and frameworks for leaders and teams, techniques for measuring success and reflection, and support for sustaining positive changes. The programme is intended to create a shared-purpose culture and improve leadership and operational effectiveness. Delivery covers the United Kingdom. The procurement is for services, classified under management training, staff training and coaching services. The requirement is relevant to organisations that design and deliver structured behavioural, leadership or organisational development programmes in defence or similarly complex workplaces.

The procurement is complete and was awarded through an above-threshold open procedure. Optimus OD Ltd. was selected on 8 September 2026 for the single lot, with an awarded value of £276,385.20 excluding VAT (£331,662.24 including VAT). The contract period runs from 1 October 2026 to 30 September 2029, with an option to extend by up to 24 months, in two one-year periods ending 30 September 2030 and 30 September 2031. The estimated value including VAT for each extension year is £66,332.45, and both extensions are included in the stated contract value. Evaluation weighted technical quality at 60% and commercial cost at 40%. Ten bids were received, with five reaching the final stage, including five from SMEs. Contract signature was scheduled for 23 September 2026.

This award demonstrates established Ministry of Defence demand for a structured behavioural and leadership development service rather than one-off training. A credible competitor for a future requirement would need a proven programme that links individual mindset and behaviour to team relationships, conflict awareness, leadership and operational outcomes. It would need practical, repeatable tools and frameworks, supported by coaching, reflection and methods for measuring and sustaining improvement. Suppliers should be able to work with both military and civilian personnel and translate a common approach across a national delivery setting. The competition attracted ten bids and five final-stage bidders, showing a defined market for this type of specialist service. Defence suppliers must also meet the Level 1 foundational cyber-security controls under DEF STAN 05-138, risk profile RAR-JJTDKK2.
