Summary of the contracting process

Digital Health and Care Wales is procuring a reseller framework for Google products and services on behalf of NHS Wales organisations. The appointed reseller will provide Google Cloud and other Google products as required, supporting NHS Wales’s cloud-first strategy for hosting and delivering national digital services. The scope includes licensing, technical support, administration, management, billing and ongoing service support. The framework may be used by the Welsh health boards, NHS trusts, special health authorities, Social Care Wales and the Welsh Ministers. Delivery is across Wales. This is an IT services opportunity covering cloud, software, internet, support and network infrastructure services. The requirement is suitable for small and medium-sized enterprises, subject to meeting the technical requirements in the tender documents.

The procurement has reached tender: Digital Health and Care Wales invited offers through an open procedure, with electronic submissions accepted in English or Welsh via the eTenderWales Jaggaer portal. Enquiries close at 00:00 on 15 September 2026 and offers are due by 12:00 on 29 September 2026. The award decision is due by 13 November 2026. The framework is for one reseller and contracts will be awarded without reopening competition. The initial contract period is 1 December 2026 to 30 November 2030, with an option to extend by up to two years in twelve-month increments, to 30 November 2032. Its estimated value is £15,000,000 excluding VAT, or £18,000,000 including VAT. Evaluation is ordered by commercial terms, qualitative response, then social value and sustainability.

This opportunity suits a business able to operate as an authorised or otherwise capable Google reseller and manage the full commercial and operational relationship for cloud and software services. Relevant capability includes Google reseller functions, licensing administration, billing, technical support and consultancy, with the capacity to support multiple NHS Wales organisations and changing levels of cloud consumption. Suppliers should be able to manage cloud migration, integration with legacy systems, testing, validation and phased deployment while maintaining service continuity. The requirement also favours organisations with strong governance, demand forecasting, capacity planning, change management, financial control and cost optimisation. Bidders will need to demonstrate technical capability and address environmental sustainability, carbon reduction, social value delivery in Wales, sustainability leadership and client support.

Google Products & Services Reseller Framework Agreement

Notice Description

Digital Health and Care Wales ("DHCW") on behalf of NHS Wales Organisations has the need to establish a Framework Agreement for the provision of Google Products and Services through the establishment of a re-seller relationship. The Framework Agreement will support the operation of a cloud first strategy for the hosting and delivery of National Digital Services; whilst also supporting the ongoing use, management and future expansion of Google Cloud Products and Services along with other Google products where requirements may arise throughout the term of the agreement. The establishment of the Framework agreement is also for a Reseller to hold responsibility for the licencing/support, administration, mangement, billing and support of these services upon framework award and commencement.

Lot Information

Lot 1

Renewal: The option to extend for a further two (2) years, exercised in increments of twelve (12) months. DHCW is however under no obligation to exercise the extension options. The extension ensures business continuity whilst NHS Wales continues its transition to Cloud-based services. Including the available extension options will provide service continuity and mitigate the risk of disruption to critical services until a replacement procurement and any subsequent implementation activities have been completed. Providing continuity of services that are delivered as a result of the Google Cloud Platform Framework is essential for DHCW.
