Summary of the contracting process

Pembrokeshire College sought suppliers for a multi-supplier framework covering engineering workshop consumables, tools, equipment and personal protective equipment (PPE) for its Engineering curriculum. The requirement was divided into five lots: welding and engineering consumables; hand tools and power-tool accessories; air, plumbing and gas equipment; workshop sundries, fasteners and general consumables; and PPE and safety equipment. Products include welding tools and materials, regulators, hoses, electrodes, filler wires, cutting and measuring tools, drill bits, fittings, compressors, abrasives, fasteners, markers, brushes, tapes, gloves, eye and respiratory protection, ear defenders, coveralls, safety footwear, helmets and grinding visors. Delivery was required in the United Kingdom, supporting the College’s workshop-based teaching and training activities.

The process reached tender: the College invited offers through an open procedure, with electronic submission allowed in English or Welsh. Suppliers could bid for one, several or all five lots. The tender deadline was noon on 3 August 2026, with enquiries due by noon on 27 July 2026; the planned award decision date was 10 August 2026. The framework was intended to run from 17 August 2026 to 17 August 2028, with an option for two further 12-month extensions, to a maximum date of 17 August 2030. The estimated value was £200,000 excluding VAT and £240,000 including VAT; each lot was estimated at £40,000 excluding VAT and £48,000 including VAT. Evaluation was 60% price and 40% quality. The tender was cancelled: after internal review, the College decided not to proceed with the tender or award a contract at this time.

This opportunity suited manufacturers, distributors, merchants and specialist suppliers able to provide engineering workshop supplies across one or more of the five product areas. It was also identified as suitable for small and medium-sized enterprises, and bidding for individual lots allowed a focused offer rather than requiring coverage of the full range. Strong candidates would have reliable supply chains, broad or specialist product catalogues, dependable stock availability and the capacity to support an education workshop environment. Relevant expertise includes welding consumables and equipment, hand and power tools, pneumatic, plumbing or gas equipment, general engineering consumables, and workplace safety products. Suppliers should be able to demonstrate product quality and price competitiveness, as these formed the evaluation basis. The procurement was cancelled, so it did not result in an award at this stage.
