Summary of the contracting process

The University of Wales Trinity Saint David awarded works to design, supply and install an air source heat pump upgrade at the Llwyfan Building in Carmarthen. The requirement is a construction and building-services project intended to improve the building’s heating infrastructure. The university is the buyer, with the wider UWTSD Group and Pembrokeshire College able to access the arrangement for additional provisions during the contract term. The requirement sits within construction work and is suitable for small and medium-sized enterprises. It called for suitably qualified design and construction teams able to deliver the complete air source heat pump solution, rather than a standalone equipment supply. The contracted work is associated with the university’s estate in Wales, with the award record identifying the United Kingdom as the delivery country.

This completed below-threshold procurement used an open competition. The tender closed on 7 August 2026, following an enquiry deadline of 3 August 2026, and four bids were received, with three reaching the final stage. The contract was awarded on 7 September 2026 to GRM Energy Ltd. The awarded value is £900,000 excluding VAT (£1,080,000 including VAT). The award contract period runs from 16 September 2026 to 31 August 2027. Evaluation weighted price at 60% and quality at 40%, with quality assessed through the specified quality submission and pre-qualification and quality questions. The arrangement includes an option for the university to call on the contractor for similar services for three years from the contract start date, although future work is not guaranteed.

This award indicates demand for integrated low-carbon heating projects within university buildings, combining design, equipment supply, installation and construction delivery. Suppliers competing for similar work with this buyer would need to demonstrate the technical competence and delivery capacity to manage an air source heat pump upgrade as a complete project, coordinate design and construction activities, and work collaboratively with the university. The requirement also places emphasis on identifying and implementing approaches that achieve cost savings over the contract life, so credible energy, lifecycle-cost and value-engineering capability would strengthen a future response. The successful market profile includes an SME-capable contractor able to provide a quality-led submission while remaining competitive on price, with sufficient resources to support the university group and Pembrokeshire College where additional provisions are required.
