Summary of the contracting process

The Northern Ireland Housing Executive is procuring responsive maintenance and improvement works across its properties and associated land and buildings. The scope covers emergency repairs, void property works, civil engineering, asbestos removal, fire safety, building services and technical or compliance inspections. Suppliers will manage multi-trade repairs and support statutory landlord obligations in occupied and unoccupied homes, communal areas and other Housing Executive facilities. The work is divided geographically between Mid and East Antrim in the North Region, South Area in the South Region, and Mid Ulster in the South Region. It includes construction, refurbishment, plumbing, electrical, mechanical, roofing, joinery, flooring, painting, fire protection and fitted kitchen work. The contracts also require customer care, reporting, IT integration, appointments, environmental sustainability and measurable social value outcomes.

The procurement reached tender: the Housing Executive invited offers through an open procedure, with electronic submission allowed in English. Enquiries had to be submitted by 30 September 2026 at 15:00, and offers by 12 October 2026 at 15:00. Award decisions were due by 25 November 2026 at 23:59. The estimated total value is £95,931,041 excluding VAT, or £115,117,249 including VAT. Lot 1, Mid and East Antrim, is valued at £50,056,471 excluding VAT (£60,067,765 including VAT), for 1 February 2027 to 31 January 2032. Lot 2, South Area, is £27,498,023 excluding VAT (£32,997,628 including VAT), and Lot 3, Mid Ulster, is £18,376,547 excluding VAT (£22,051,856 including VAT); both run from 1 March 2027 to 29 February 2032. Each lot allows additional purchases. Price carries 60% and quality 40%, covering social value, mobilisation and a scored site visit. No minimum work volume is guaranteed.

This opportunity suits established housing maintenance, building services and multi-trade contractors able to provide a 24/7/365 responsive repairs and emergency service. Relevant capability includes coordinating repair teams, managing void properties, delivering civil engineering and refurbishment, and carrying out asbestos, fire safety, electrical, plumbing, mechanical and building inspection work. Suppliers must be able to work safely in occupied and unoccupied homes, communal areas and Housing Executive buildings while meeting health and safety, compliance, customer service, reporting and performance-management requirements. Strong mobilisation planning, IT integration, appointment management and collaboration with the Housing Executive are important, as is the ability to deliver measurable social value and environmental sustainability outcomes. Each lot requires two specific contracts demonstrating technical or professional experience. The stated financial capability thresholds are £9,058,960 for Mid and East Antrim, £4,976,449 for South Area and £3,325,692 for Mid Ulster. Small and medium-sized enterprises are identified as suitable bidders.
