Notice Description

National Highways intends to procure an Incursion Warning Radar System to enhance the safety of Traffic Officers and road workers operating on or near the strategic road network. The solution is required to detect approaching vehicles and provide warnings to users through compatible wearable devices when a vehicle is identified as posing a potential risk of collision. National Highways currently operates a fleet of approximately 400 Traffic Officer Vehicles. The anticipated requirement is for the supply of approximately 400 vehicle-mounted radar units together with associated wearable devices, software and support services. The anticipated scope includes: - Manufacture and supply of vehicle-mounted radar equipment and associated wearable devices. - Installation of equipment to National Highways Traffic Officer Vehicles (or provision for National Highways self-installation). - Calibration and commissioning of equipment. - Software licensing, maintenance, updates and technical support. - Training and associated documentation where required. The procurement is anticipated to commence in July 2026.

A direct award under the Procurement Act 2023 is considered permissible under Schedule 5, on the following grounds: * Schedule 5, Paragraph 5 - Single suppliers (IPR / exclusive rights) The conditions are met where: (a) due to a particular supplier holding intellectual property rights or other exclusive rights, only that supplier can deliver the required goods, services or works; and (b) there are no reasonable alternatives available. * Schedule 5, Paragraph 6 - Single Suppliers The following conditions are met in relation to the public contract-- (a) due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works. In this case, Race Technology Limited retains ownership of the background IP, and the developed system is inherently dependent on their proprietary technology.
