Planned Works - Kitchens and Bathrooms replacement programme including associated electrical works
Notice Description
The works form part of Ongo's wider Decent Homes investment programme and will include: * Replacement and upgrade of kitchens and bathrooms * Associated electrical works, including rewires and upgrades where required * Void property works and ad hoc internal refurbishment activity * Miscellaneous construction works linked to property condition requirements The programme will be delivered to properties occupied by tenants as well as void properties, requiring a high level of resident engagement, careful planning, and minimisation of disruption. The Authority expects the contract to operate under a call off or measured term arrangement, with no guarantee of work volumes. Delivery will be flexible and responsive to changing demand, including peaks in voids and planned maintenance. Suppliers will be expected to demonstrate: * Strong tenant focused delivery, including communication and customer care * Ability to meet defined service standards and KPIs (e.g. timescales, satisfaction levels) * Robust contract management and reporting capability in line with Ongo frameworks * Commitment to social value outcomes, including local employment, skills and community benefits * Compliance with environmental, sustainability, and ethical supply chain expectations A strong emphasis will be placed on: * Safe systems of work and compliance with CDM Regulations * Resident satisfaction and safeguarding * Performance management, reporting and continuous improvement * Total Value (estimated): [The estimated total contract value is expected to be in the region of PS35m-PS40m over the full contract. The value in any future Tender Notice will represent a maximum estimated value, with no guarantee of spend. * (Note: Volume assumptions informed by circa 150 properties per annum plus void and ad hoc works, but subject to change.) Contract Dates (estimated): * Anticipated commencement: January 2027 * Initial contract term: estimated 3 Years * Extension options: Up to 5 additional years (subject to performance and governance approval) The Authority considers that a closed multi supplier framework exceeding four years is justified in accordance with Section 47(2) of the Procurement Act 2023. The Framework Agreement will have an initial term of three (3) years with the option to extend for a further sixty (60) months. Any extension beyond the initial term will be subject to satisfactory supplier performance, annual performance reviews and the Authority's ongoing requirements and funding availability. The framework is required to support the Authority's long-term planned investment programme for kitchen and bathroom replacement works across its housing stock. The programme comprises approximately circa 7,000 kitchen replacements and circa 1000 associated bathroom replacement works anticipated to be delivered over the next five to six years, representing a significant increase in annual delivery volumes. The extended framework term is necessary to align with the Authority's; * Asset management strategy * Investment programme and funding arrangements * support supplier investment in mobilisation, workforce capacity, resident liaison services, logistics and supply chain arrangements. Re-procurement during programme delivery would create additional cost, operational disruption and delivery risk, adversely affecting continuity of service and value for money. The closed framework will appoint up to three suppliers through a competitive procurement process. Works will be allocated in accordance with a work allocation methodology, informed by market engagement and set out in the procurement documents and Framework Agreement. The Authority considers that the proposed term is proportionate and necessary having regard to the nature, scale and duration of the works and the requirement to deliver the programme efficiently and effectively. No new suppliers will be admitted to the framework following award. The Authority's reasons for establishing a framework term exceeding four years are published in accordance with Section 47(3) of the Procurement Act 2023. The multi-supplier framework model is intended to support a diverse and resilient supply chain and provide proportionate opportunities for capable regional and SME contractors to participate in the delivery of the programme.

The purpose of this preliminary market engagement is to: • Understand market capacity and capability, including SME and Tier 2 participation • Test Ongo's proposed commercial model, including multi supplier delivery and performance-based allocation Explore innovation and best practice, particularly in: • Sustainability and waste reduction • Resident engagement and customer experience • Efficient programme delivery Gather feedback to inform: • Specification development • Procurement and evaluation approach • Contract structure and performance framework Ensure the proposed approach aligns with Ongo's requirements for: • Social value delivery • Environmental performance • Ethical and compliant supply chain practices] Following the date of the publication of this Notice, Suppliers will have the opportunity to express their interest by registering an Expression of interest via an email to procurementaltair@altairltd.co.uk - Please add the following Subject Line in the Email - Expression of Interest Planned Works - Kitchens and Bathrooms replacement programme including associated electrical works - Reference: ACOHKBP0001 The window for expressions of interest will be 9 Calendar Days following the date of publication 1700 hours on the 17th July 2026. Following receipt of Expression of Interest, the Agent acting on behalf of the Contracting Authority, will distribute a questionnaire for feedback completion. All interested Suppliers will then be given until the 22nd of July 1700 hours to complete and email the completed Questionnaire to procurementaltair@altairltd.co.uk Following the deadline for receipt of Questionnaires, the Agent and Contracting Authority, reserve the right to invite all Suppliers who Expressed and Interest to a Supplier feedback session face to face at the Ongo offices on the 23rd of July 2026, there will also be an MS Teams link for those bidders not able to attend in person. The Contracting Authority reserves the right at its sole discretion, to follow up engagement with individual suppliers and groups of suppliers where required. Follow-up discussions may explore: • Delivery models and packaging strategy • Commercial arrangements and pricing structures • KPI performance expectations and reporting • Resident engagement approaches • All feedback will be recorded and used to inform the final procurement approach while ensuring fairness and transparency The anonymous collation of the returned questionnaires will be the core subject of discussion, to ensure that the procurement takes into account all supplier feedback, including SME's and VCSE's where available. To attend the supplier briefing session, suppliers must provide: • Organisation name • Primary contact details • Further instructions and access to the PME questionnaire will be issued upon registration. • Participation is open to all interested suppliers and is free of charge It is estimated that the Tender Notice will be published in September 2026
