Summary of the contracting process

YMCA St. Paul’s Group is planning a UK-wide maintenance services contract for its property portfolio. The potential scope covers general building maintenance, emergency call-outs during and outside normal working hours, and change-of-occupier works. Specialist workstreams under consideration include electrical maintenance and inspection reports, heating inspection and certification, cyclical redecoration and associated repairs, water services, fire safety systems and equipment, lift maintenance, and air conditioning and ventilation. The work may also involve plumbing, mechanical installations, carpentry, plastering, flooring, painting, refurbishment, technical testing, monitoring and control. YMCA St. Paul’s Group, based in Surbiton, is the buyer. The procurement category is services, and delivery is described as being in the United Kingdom.

This procurement is at the planning and pre-market engagement stage; it is not yet an invitation to tender. YMCA St. Paul’s Group expects to run a competitive open procedure under the Procurement Act 2023. It anticipates assessing conditions of participation, quality, social value and price, with possible interviews, site visits and IT assessments for suppliers meeting minimum criteria. Interested organisations are asked to register on the e-tenders portal, use code YMCA01 to access the procurement documentation, and return the questionnaire by 12 noon on 3 August 2026. A webinar to discuss requirements and the proposed route is planned for 3 August 2026. The intended contract period shown is 1 January 2027 to 31 December 2029, although workstreams and commencement arrangements remain under development.

This will suit building maintenance contractors and specialist facilities-management providers able to deliver several compliance-led trades, either directly or through a coordinated supply chain. Relevant capabilities include responsive repairs, emergency attendance, planned and cyclical maintenance, refurbishment and change-of-occupier works across electrical, heating, water, fire safety, lifts, air conditioning and ventilation systems. Suppliers should be prepared to demonstrate quality, social value and the conditions of participation, with the expected process potentially involving interviews, site visits and an IT assessment. The scope is particularly relevant to firms with experience maintaining occupied buildings, managing out-of-hours call-outs and coordinating multiple technical workstreams. Organisations interested in shaping the requirement should take part in the pre-market engagement and use the questionnaire to comment on the proposed procurement route.
