Summary of the contracting process

YMCA St. Paul's Group is seeking contractors for building maintenance and cyclical redecoration across its housing and communal properties in west, south and east London, and Slough and Elmbridge. The maintenance work covers responsive repairs, emergency callouts in and out of working hours, disrepair and damp, mould and condensation remediation, inspections and works to vacant properties, planned and major works, and technical and hazard inspections. A separate redecoration lot covers programmed painting and repairs to building exteriors, windows, doors, rainwater goods and internal communal areas, with associated repairs, renewals and improvements. The work includes building installation, plumbing, electrical, carpentry, plastering, floor and wall finishes, painting and refurbishment.

The buyer invited offers through an open procedure. The procurement is divided into four lots: three regional general maintenance lots and one cyclical redecoration lot. The stated gross values are £762,500 for each maintenance lot and £300,000 for redecoration; the overall stated value is £2,951,500 gross. The contract period is 1 January 2027 to 31 December 2028, with a possible extension to 31 December 2029 for good performance. Suppliers should be able to cover the relevant London and surrounding areas and manage both reactive work and coordinated programmes. In respect of YMCA St Pauls: * redecorating existing decorated surfaces of windows, doors, fascias, rainwater and sanitary pipework, walls, soffits, and Common Parts including communal rooms, bin stores, garages, cycle sheds, fencing, railings, screens, gates and other boundary features, paths, drives, staircases, and access decks/balconies which have been 'packaged' into a pre-planned programme of Work; and * cleaning the external surfaces of any PVCu items including windows, doors, soffits, fascias, and cladding; * installation, construction, repairs, maintenance, renewals, reinstatement or replacement Works or Works of improvement (other than that defined as cyclical redecoration) that is Ordered in conjunction with cyclical redecoration and to be undertaken in conjunction with or before the cyclical redecoration including; o overhaul of rainwater goods including renewals; o overhaul of external doors and windows including associated joinery repairs and renewals before the decoration of external and internal Common Parts including shared halls and stairways etc; o decorations to external elevations including associated joinery and carpentry repairs/renewals; o decoration to internal Common Parts; and o renewal, improvement or repair Works not associated directly with cyclical redecoration.
