Summary of the contracting process

Sandwell Metropolitan Borough Council is procuring refurbishment and repair works for the Grade II listed Edwardian 1903 bandstand in Lightwoods Park, Sandwell. The project is intended to preserve the bandstand’s historic character while improving its safety and usability. The scope includes restoring decorative features, replacing worn or damaged elements, and cleansing the structure using materials and techniques appropriate to heritage conservation. Contractors must also carry out condition surveys throughout the works, using the findings to inform necessary adjustments and demonstrate compliance with conservation requirements. This is a construction and repair requirement, covering repair work in recreational areas, concrete repair and general repair and maintenance services. The work will be delivered at Lightwoods Park for Sandwell Metropolitan Borough Council.

The procurement has reached tender: the council invited offers through a below-threshold open competition. Electronic bid submission is allowed. The deadline for enquiries was 23 July 2026 at 5:00pm, and the deadline for offers is 7 August 2026 at 3:00pm. The planned contract period is 3 September 2026 to 31 March 2027. The estimated value is £40,000 excluding VAT and £48,000 including VAT. There is one lot. Offers will be evaluated on 60% price and 40% quality. The requirement is below the applicable threshold. The tender concerns works rather than a supply-only or consultancy contract, and the procurement uses a quotation exercise for qualified and experienced contractors.

This opportunity suits contractors experienced in the repair and refurbishment of historic structures, particularly listed or heritage assets. Relevant capability includes conserving and restoring decorative architectural features, repairing concrete and other worn or damaged elements, and cleaning historic structures with suitable materials and techniques. Suppliers should be able to plan and deliver works in a way that preserves the bandstand’s Edwardian character while improving its safety and practical usability. The requirement also favours teams able to undertake condition surveys during construction, interpret their findings and adjust the work where necessary. Contractors need experience of working to heritage conservation requirements and the capacity to manage a single refurbishment project through the planned delivery period. It is suitable for firms combining conservation, building repair and site-monitoring skills.
