Summary of the contracting process

Radius Housing Association Limited is procuring Microsoft Enterprise licences for use across its operations. The requirement covers current Microsoft licensing, additional licences and associated licence management software and services, in line with the authority’s specification. This is a technology goods contract, with software licensing and related support or management activity. Delivery is required in Northern Ireland and the wider United Kingdom. Radius Housing Association is the buying organisation. The requirement is intended for a suitably qualified supplier able to provide Microsoft Enterprise licences and manage the associated licensing arrangements. It is a single requirement rather than a multi-lot programme, covering both existing licence needs and potential additional licences during the contract.

The procurement has been awarded following a completed open competitive flexible procedure under the Procurement Act 2023. Five bids reached the final stage, including two from SMEs. British Telecommunications Limited was selected on 4 September 2026, with an awarded value of £750,000 excluding VAT (£900,000 including VAT). The award is subject to a standstill period ending 16 September 2026. The awarded contract is scheduled to run from 1 November 2026 to 31 October 2029, with an option for one 12-month extension, giving a maximum end date of 31 October 2030. Evaluation was based entirely on cost: 90% for current licences and 10% for additional licences. The original estimated value was £840,000 excluding VAT (£1,008,000 including VAT).

This award demonstrates established demand from Radius Housing Association for Microsoft Enterprise licensing at substantial scale, with separate pricing attention to existing licences and future additions. A credible future competitor would need strong capability in Microsoft licensing, entitlement management, licence optimisation and the administration of enterprise agreements. Suppliers should be able to price current estates accurately while handling additional licence requirements without disrupting existing services. The competition attracted five final-stage bids, including two from SMEs, indicating that the requirement was contestable beyond the eventual large supplier. Relevant experience should include delivering comparable enterprise software licensing arrangements for public or housing-sector organisations, managing a complex customer licence position, and providing dependable account and renewal support. The ability to respond through a competitive procurement process and evidence suitably qualified delivery capacity would also be important.
