Summary of the contracting process

Carmarthenshire County Council intends to establish a framework for grounds maintenance, specialist countryside and arboricultural works across Carmarthenshire. The anticipated scope includes countryside works, grounds maintenance and landscaping, tree and arboricultural work, ecological consultancy, environmental management and protection, planting and maintenance of green areas, tree clearance, fencing, footbridges, and related horticultural or construction materials and supplies. The work is classified mainly as works, with associated services. Delivery is required across the county. The framework’s final lot structure and detailed requirements are still subject to development, so suppliers should be prepared for a range of outdoor land-management, landscape, forestry, ecology and environmental improvement activities rather than a single defined service package.

This procurement is at the planning and preliminary market-engagement stage, rather than an invitation to tender. The council expects to publish the next notice on 1 October 2026. A market-engagement event planned for 13 August 2026 was cancelled because the proposed venue could not accommodate the level of business and consultant interest; it is intended to be rescheduled. The proposed arrangement is a framework, currently shown as one planning lot, with an estimated value of £2.5 million excluding VAT (£3 million including VAT). The anticipated contract period is 1 January 2027 to 31 December 2029, with a possible extension to 31 December 2031. The lot is intended to suit SMEs and renewal is contemplated.

This will suit contractors and consultancies able to deliver practical countryside, grounds, landscaping, arboricultural, ecological or environmental services across Carmarthenshire, including businesses that can combine several of these capabilities. Relevant preparation may include demonstrating competence in tree work, vegetation and land management, ecological advice, habitat or environmental improvement, fencing, footbridge construction and maintenance of parks, sports grounds or other green spaces. Suppliers with suitably experienced operational teams, safe working systems, appropriate equipment and the capacity to work at multiple sites across the county are likely to be well placed when the framework reaches the tender stage. Specialist firms may also consider partnerships or subcontracting arrangements to cover the breadth of the eventual requirements.

These might include, but are not limited to: * Specialist Countryside Works * Grounds & Landscaping Services * Arboricultural Works * Ecological Consultancy Please note that at this stage the framework's lotting structure and the works/services required have not yet been confirmed. Carmarthenshire County Council reserves the right to amend the framework and its requirements up until the tender is published.

CANCELLATION OF MARKET ENGAGEMENT EVENT Due to the exceptionally high level of interest received from businesses and consultants wishing to attend the upcoming marketing engagement event, we have reviewed the venue arrangements and concluded that the current venue will not have sufficient capacity to accommodate all interested parties. As a result, we will be cancelling and rescheduling the event in due course. This will be updated on the Sell2Wales platform and a new Eventbrite will be issues confirming the details.
