Warwickshire County Council is testing the market for a new legal case management solution, delivered as a software and related information technology service. The system is intended primarily for the Council’s Legal and Governance Service, supporting legal case management and time recording. It will also support the Information Governance team in managing statutory duties, including Freedom of Information requests and Subject Access Requests. The buyer is Warwickshire County Council, and delivery will be in Warwickshire, United Kingdom. The requirement combines case management software, information systems and software-related services. It is therefore relevant to suppliers of legal practice management, public-sector casework, information governance or adjacent workflow and records-management platforms.

This is a planning and preliminary market engagement exercise, not an invitation to tender. The Council expects to use one lot and has indicated a total estimated value of £900,000 excluding VAT, or £1,080,000 including VAT. It expects the contract to run from 1 December 2026 to 30 November 2031, with a possible extension or renewal taking the maximum period to 30 November 2036. Interested providers are being asked to complete the Preliminary Market Engagement questionnaire by 7 August 2026. The questionnaire is administered through the Council’s e-tendering portal, where providers must register to express interest and access documents. The requirement is above the relevant threshold.

The work is suited to software providers and IT service businesses with products or implementation experience covering legal case management, time recording, workflow, document and records management, and information governance. Suppliers should be able to support legal teams alongside statutory information-request processes, particularly Freedom of Information and Subject Access Request handling. The Council has identified the requirement as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so smaller specialist providers and mission-led organisations may be well placed to contribute. At this stage, businesses can use the market-testing questionnaire to explain how their systems address these needs, identify relevant public-sector or regulated-sector experience, and prepare for a future competitive procurement.

Warwickshire County Council's Legal and Governance Service is undertaking some market testing in preparation to procure a new case management system that will be used by and support primarily its Legal team, and their case management and time recording needs, along with the Information Governance team and their management of statutory duties including handling FOI's and Subject Access Requests (SAR)'s. Interested parties are invited to complete the MARKET TESTING questionnaire that is available via our e-procurement portal.

Planning Information

Warwickshire County Council will be using its e-tendering system (In-Tend Warwickshire County Council) for the administration of this procurement process. Providers must register with the system to be able to express an interest and download documents. The web address for the portal is: https://in-tendhost.co.uk/warwickshirecc/aspx/Home Registration and use of the portal is free. When registering you will be re-directed to the In-Tend sell2midlands site. Please register your details on the sell2midlands site. Once registered, log on to the sell2midlands site, navigate to the 'My Company Portals' section and click on the 'Login to Portal' button next to Warwickshire County Council. This will then redirect you to the Councils In-Tend portal where you will be able to find this opportunity.
