Summary of the contracting process

Stonewater Limited is seeking third-party contractor support for responsive repairs and empty homes maintenance across its West Rural geographical locality. The service covers an annual pipeline of repairs and the maintenance of properties between occupancies, delivered against a defined specification for Stonewater’s customers. The area includes Gloucester, Tewkesbury, Stroud, the Forest of Dean, Cirencester, Fairford, Tetbury, Stratford-upon-Avon, Pershore, Kidderminster, Shrewsbury, Ludlow, Bridgnorth, Worcester, Hereford, Ewyas Harold, Malvern and Tenbury Wells. This is a building repair, refurbishment and property maintenance services opportunity, including repair and maintenance of building installations. The requirement is managed by Stonewater, a registered housing provider, and covers the whole West Rural locality rather than separate geographical service areas.

The procurement has reached tender: Stonewater invited offers through a single-lot open procedure, using an accelerated timetable because of urgency. Enquiries had to be submitted by 30 July 2026 at 17:00, and electronic submissions were due by 11 August 2026 at 17:00. The evaluation decision was due by 18 September 2026. The contract is scheduled to run from 4 January 2027 to 3 January 2029, with a possible performance-based 12-month extension to 2 January 2030 at Stonewater’s discretion. Its estimated value is £15,833,333 excluding VAT, or £19,000,000 including VAT. Evaluation is based 60% on responses to weighted technical questions and 40% on a complete commercial proposal using the NHF V8.1 Schedule of Rates.

This opportunity suits building maintenance and repairs contractors able to provide responsive repairs and empty homes maintenance across a wide, multi-town housing portfolio. Suppliers should be prepared to manage an annual pipeline of work against Stonewater’s defined specification, with sufficient operational coverage across Gloucestershire, Worcestershire, Herefordshire, Shropshire and surrounding areas named in the requirement. Strong technical capability matters: responses to weighted technical questions account for most of the evaluation. Bidders also need commercial capability to submit a complete proposal using the NHF V8.1 Schedule of Rates. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so organisations of those types may compete where they can demonstrate the required service capability, geographical reach and delivery capacity.

Notice Title

Responsive Repairs and Empty Homes Maintenance Services - West Rural Region

Notice Description

Stonewater currently utilises a Cost Sharing Vehicle (CSV) for the delivery of multiple Responsive Repairs and Empty Homes Maintenance Services across its West Rural Region. This is done in conjunction with two other Registered Housing Providers (RPs), utilising one RP's Direct Labour Organisation (DLO). However, owing to one of the RPs exiting the agreement, the CSV is no longer viable to the remaining parties and will expire on 31st December 2026. Having initially considered splitting service the requirements and the overall geography of the proposed region, it was decided that this approach did not align with Stonewater's strategic objectives and would not deliver sufficiently against the needs of the organisation and our customers. It was therefore agreed that the tender would be closed with this revised tender exercise taking its place. Stonewater, therefore, requires third-party contractor support to deliver its annual pipeline of responsive repairs and an empty homes maintenance service, against a defined specification, within its whole West-Rural geographical locality. The areas covered within the locality include, but are not limited to Gloucester, Tewkesbury, Stroud, Forest of Dean, Cirencester, Fairford, Tetbury, Stratford Upon-Avon, Pershore, Kidderminster, Shrewsbury, Ludlow, Bridgnorth, Worcester, Hereford, Ewyas Harold, Malvern and Tenbury Wells.
