Summary of the contracting process

Pool Re Services Limited is procuring recruitment services to support its current and future workforce across the organisation. The framework covers nine non-exclusive service areas: legal and company secretariat; finance and investments; risk, underwriting, catastrophe and actuarial; marketing and communications; HR and office support; Pool Re Solutions risk consulting and advisory; IT; commercial services; and non-executive director and executive search. The procurement has reached tender: Pool Re invited suppliers to submit offers through an open competitive flexible procedure. It is establishing a closed framework with reopening of competition, with up to three suppliers appointed to each of nine lots and up to 27 framework participants overall. The participation stage will shortlist up to five suppliers per lot for the Invitation to Tender stage. Expressions of interest were due by 17 August 2026 at 14:00, and enquiries closed on 31 July 2026 at 14:00. The framework is planned to run from 30 November 2026 to 29 November 2030, with award decisions due by 11 November 2026 at 23:59. Each lot has a stated value of £0, with prices weighted 20% and technical quality 80%.

Relevant capability ranges from legal, governance, regulatory, finance, investment and treasury recruitment to actuarial, underwriting, catastrophe modelling, terrorism-risk, cyber-security, digital, procurement, contract-management and executive-search appointments. Suppliers may also need strength in marketing, HR, office support, facilities, administration and general business operations. The most specialist areas require access to regulated, quantitative, market-specific or senior professionals, including non-executive directors and executive leaders. The lots are identified as suitable for SMEs, allowing focused firms to compete for individual service areas rather than covering the whole requirement. Technical quality is the main evaluation consideration.

Notice Description

Pool Re is seeking to establish it's first framework for the provision of Recruitment Services. The framework shall provide a consistent, transparent and governed approach to the sourcing of recruitment services, supporting Pool Re's current and future workforce needs whilst ensuring compliance, quality and value for money. The Recruitment Framework will support recruitment activity across the organisation and will be structured into 9 Lots as per departmental recruitment needs. The Lots are not exclusive, and Tenderers may bid to be appointed to one and/or more Lots. It is intended that a maximum of three (3) Tenderers per Lot will be appointed to the Framework.

Lot Information

Legal / Company Secretariat

This function provides legal advice and corporate governance support across the organisation. Roles may include legal counsel, company secretariat, governance and regulatory specialists supporting PRA/FCA regulated activity.

Finance / Investments

Responsible for financial management, reporting, and stewardship of Pool Re's assets. Roles may range from accountants and finance analysts to investment and treasury.

Risk / Underwriting / Catastrophe / Actuarial

This function supports Pool Re's core insurance and reinsurance operations. It encompasses underwriting, exposure and catastrophe modelling, actuarial analysis, pricing, reserving, and enterprise risk management. Roles are typically highly technical and specialist, often requiring regulated, quantitative, or market specific.

Marketing / Communications

This function is responsible for managing Pool Re's external and internal communications, brand, and stakeholder engagement.

HR / Office Support

This function provides operational and people focused support across the organisation. It includes human resources, office management, facilities coordination, executive and administrative support, and general business operations.

Pool Re Solutions (PReS)

Responsible for the delivery of Pool Re's in-house risk consulting and advisory capability. It includes the provision of qualitative and quantitative analysis of terrorism risk, development of risk management capabilities, research and advisory services, and support for underwriting, treaty development and strategic decision-making. Roles may include risk consultants, terrorism threat analysts and specialist advisory professionals working with internal and external stakeholders.

IT

Responsible for the delivery, maintenance, and security of Pool Re's technology environment. It includes infrastructure, applications, cyber security, data management, digital tools, and IT service management. Roles may include IT support, systems administration, information / cyber security specialist and digital transformation.

Commercial Services

This function oversees procurement, contract management, and supplier assurance. It ensures compliance with public procurement regulations, manages commercial risk, supports contract lifecycle management, and delivers value for money. Roles may include procurement specialists, commercial business partners, and contract managers working closely with risk, legal, and operational teams.

NEDs / Executive Search

This category covers recruitment for Non-Executive Directors, Executive Leadership roles, and other senior or specialist appointments. Engagements typically require confidential, retained, or executive search approaches, often involving regulated or governance-critical positions and formal board-level assessment processes.
