Summary of the contracting process

Great Places Housing Group intends to procure electrical testing, appliance testing and condition report inspection services for its property portfolio. The scope may include remedial electrical works and servicing of electric heating systems. Services are expected across houses, bungalows, maisonettes, flats, rooms, bedsits, communal areas, supported housing schemes, offices, small community centres, small commercial units, a distribution centre warehouse, plant rooms, street lighting and external lighting. Delivery will cover properties in Lancashire, Greater Manchester, Cheshire, Staffordshire, Derbyshire and South Yorkshire. This is primarily a services requirement, with associated electrical and heating maintenance and installation works. Great Places Housing Group manages more than 26,000 homes and properties across the North West and South Yorkshire.

This procurement is at the planning stage: Great Places Housing Group has stated an intention to buy, but has not issued an invitation to tender. The buyer expects to use an above-threshold tender procedure for one planned lot, with a contract expected to run from 20 January 2027 to 19 January 2032. The published estimated value is £3.5 million excluding VAT, or £4.2 million including VAT. The buyer’s indicative date for the next notice is 7 September 2026. Preliminary market engagement is seeking views on market capability, commercial and pricing models, service delivery and innovation. Suppliers were invited to respond to an online survey by 27 July 2026, and must declare actual, potential or perceived conflicts of interest.

The requirement is likely to suit electrical testing and inspection contractors able to deliver coordinated services across a large, varied housing and commercial estate. Relevant capability includes electrical installation condition reporting, appliance testing, inspection of communal and landlord electrical assets, remedial electrical work, and servicing or maintenance of electric and central-heating systems. Suppliers should be prepared to work across occupied homes as well as communal areas, supported housing, offices, community facilities, warehouse space, plant rooms and external lighting. The geographic spread favours providers with robust regional coverage, mobile inspection teams, scheduling and reporting systems, and capacity to manage recurring compliance work. The planned lot is identified as suitable for small and medium-sized enterprises, so capable specialist firms may be well placed to prepare for the future tender.
