Summary of the contracting process

Senedd Cymru / Welsh Parliament is procuring software services for communications and media operations in Cardiff and across Wales. The requirement is divided into four lots, allowing suppliers to bid for one, several or all lots, using one or multiple systems. Lot 1 covers media monitoring of local, national and UK-wide print, digital and broadcast media, including Welsh-language coverage and media collation. Lot 2 covers press office management, including media relations, enquiry handling, contact management and media distribution. Lot 3 covers planning, publishing, management, monitoring and evaluation of social media content. Lot 4 covers social media listening, online conversation monitoring, analysis, reporting, audience insight, reputation management and early identification of emerging issues. This is a software supply and support services opportunity.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition. Enquiries could be submitted until 10:00 on 5 October 2026, and tenders were due by 10:00 on 12 October 2026. Each lot has a contract period from 1 February 2027 to 31 January 2031. The overall estimated value is £93,333.34 excluding VAT, or £112,000 including VAT. Lot values including VAT are £25,000 for media monitoring, £5,000 for press office management, £32,000 for social media management and £50,000 for social media listening. Evaluation for every lot allocates 40% to cost, 19% to the proposed solution, 19% to a solution demonstration, 9% to training and support, 9% to social value and 4% to data governance and artificial intelligence. Electronic submission is allowed and an electronic auction is used.

The opportunity suits software providers with established platforms for media monitoring, press office workflows, social media management or social listening, including suppliers able to combine complementary systems. Relevant capability includes searching and analysing print, digital, broadcast and online media; handling Welsh-language coverage; managing journalist contacts and enquiries; planning and publishing multi-channel content; monitoring audience response; producing performance and campaign reports; and providing near-real-time alerts for emerging issues. Suppliers should be able to demonstrate their proposed solution, provide user training and ongoing support, and address data governance and artificial intelligence requirements. All four lots are identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. The buyer may also purchase additional licences, credits or other consumables as demand requires.

This notice is to advise bidders this opportunity is live on e-Tender Wales until 10:00 on 12/10/2026. The Senedd requires software solutions to support media monitoring, press office management, social media management and social media listening activities. These services play an important role in helping the Senedd understand the reach, impact and effectiveness of its communications activity, monitor public and media discussion, and support engagement with people across Wales. The procurement has been structured into four separate lots to enable suppliers to bid for individual, multiple, or all lots with one or multiple systems.

Lot Information

Media Monitoring

The software is required to monitor keywords on local, national and UK-wide media. This will include print, digital and broadcast media. The system must be able to monitor Welsh language media, and be able to collate coverage.

Options: The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.

Press Office Management

The Senedd's News Team requires a press office management system to support media relations, enquiry handling, contact management and media distribution activities. The system should help improve efficiency, strengthen relationships with journalists and ensure organisational knowledge is retained and shared across the team.

Options: The Commission is currently considering whether the services within Lot 2 may be delivered internally and therefore reserves the right to: * award Lot 2 to the highest scoring tenderer; * decide not to award Lot 2 to any supplier and instead deliver the services in-house; or * abandon Lot 2 without award. The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.

Social Media Management

The software should enable the Senedd to efficiently plan, publish, manage, monitor and evaluate content across its official social media channels. It should support day-to-day communications activity, audience engagement, campaign delivery and performance reporting.

Social Media Listening

The software should provide comprehensive monitoring, analysis and reporting of online conversations relevant to the Senedd, supporting proactive reputation management, audience insight, campaign evaluation and early identification of emerging issues. The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.

Options: There may be a requirement for our Security team to utilise aspects of the listening software, including requiring access to more licences and more keywords with near real-time notifications. This may not be needed for the full duration of this requirement, or at all. We will notify the successful supplier in advance should this requirement be needed. The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.

The information gathered through this engagement will support the Commission in shaping any subsequent procurement strategy.
