Media Monitoring Software
Notice Description
This notice is to advise bidders this opportunity is live on e-Tender Wales until 10:00 on 12/10/2026. The Senedd requires software solutions to support media monitoring, press office management, social media management and social media listening activities. These services play an important role in helping the Senedd understand the reach, impact and effectiveness of its communications activity, monitor public and media discussion, and support engagement with people across Wales. The procurement has been structured into four separate lots to enable suppliers to bid for individual, multiple, or all lots with one or multiple systems.
Lot Information
Media Monitoring
The software is required to monitor keywords on local, national and UK-wide media. This will include print, digital and broadcast media. The system must be able to monitor Welsh language media, and be able to collate coverage.
Options: The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.
Press Office ManagementThe Senedd's News Team requires a press office management system to support media relations, enquiry handling, contact management and media distribution activities. The system should help improve efficiency, strengthen relationships with journalists and ensure organisational knowledge is retained and shared across the team.
Options: The Commission is currently considering whether the services within Lot 2 may be delivered internally and therefore reserves the right to: * award Lot 2 to the highest scoring tenderer; * decide not to award Lot 2 to any supplier and instead deliver the services in-house; or * abandon Lot 2 without award. The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.
Social Media ManagementThe software should enable the Senedd to efficiently plan, publish, manage, monitor and evaluate content across its official social media channels. It should support day-to-day communications activity, audience engagement, campaign delivery and performance reporting.

Social Media ListeningThe software should provide comprehensive monitoring, analysis and reporting of online conversations relevant to the Senedd, supporting proactive reputation management, audience insight, campaign evaluation and early identification of emerging issues. The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.
Options: There may be a requirement for our Security team to utilise aspects of the listening software, including requiring access to more licences and more keywords with near real-time notifications. This may not be needed for the full duration of this requirement, or at all. We will notify the successful supplier in advance should this requirement be needed. The Commission may purchase more user licences, credits or other consumables based on unforeseen demand and needs.

Interested suppliers can request the pre market engagement questionnaire by emailing alex.jennings@senedd.wales. The deadline for responses is 10am on 31/07/2026. The information gathered through this engagement will support the Commission in shaping any subsequent procurement strategy. Participation is voluntary, and responses will be used for research and planning purposes only. Completion of the questionnaire does not form part of any formal procurement process, nor does it create any obligation or advantage in any future tender. Suppliers with relevant experience are encouraged to take part. Your insights will help ensure that any future approach is well informed, proportionate, and aligned with best practice.
