Summary of the contracting process

Citizen Housing Group Ltd, based in Birmingham, is procuring building works and associated repair services for properties affected by fire, flood, structural defects, disrepair claims and insurance-related damage. The scope includes structural repairs, roofing, masonry and bricklaying, building alterations and completion, plastering, plumbing, electrical and mechanical building installations, and general repair and maintenance. The work is intended to support Citizen’s customers and supplement its existing arrangements for structural and insurance-related repairs. Delivery is across Citizen’s locations in the West Midlands. This is a works requirement for contractors able to manage varied property repair cases, including work requiring more detailed quotations and costed proposals.

The procurement has reached tender: Citizen Housing Group Ltd invited offers through a below-threshold open competition. It will establish a closed framework operating with or without further competition, with up to four contractors appointed, although fewer may be selected. The enquiry deadline was 10 August 2026 at 17:00 and the bid deadline is 14 August 2026 at 12:00; submissions are electronic through the Citizen procurement portal. The initial contract period is 1 October 2026 to 30 September 2027, with an optional 12-month extension to 30 September 2028. The estimated value is approximately £100,000 per annum and £200,000 over the agreement; the lot is also recorded as AED 200,000. Evaluation uses Price per Quality Point, with pricing based on a percentage variation from the NATFED schedule of rates.

This opportunity suits West Midlands-based SMEs with established building-repair operations and experience in structural, insurance or housing disrepair work. Participation is restricted to organisations with a registered office, factory or other permanent base in the West Midlands, from which meaningful operations have been conducted for at least 12 months. Bidders must be able to evidence that local connection and meet the SME definition: turnover below £44 million and fewer than 250 employees. Strong candidates will have the workforce, trade coverage and management capability to deliver varied repairs across roofing, masonry, alterations, plastering, plumbing, electrical and mechanical installations, while producing costed proposals against the NATFED schedule of rates. Performance will be assessed against quality requirements and contractual KPIs.

Notice Description

Citizen wishes to tender for the provision of structural repair work and associated repairs required arising from disrepair claims, to ensure that we receive an excellent service, which represents value for money. We are seeking to procure the services of suitably experienced service providers with the capability to deliver the required services and who best meet the need of Citizen and its customers. Citizen are looking to appoint up to 4 contractors to support our existing framework covering structural and insurance related repairs to properties, however, may award to fewer than 4 depending on the quality of the submissions received. The estimated value of the Project is approximately PS100,000 per annum (p.a.), and PS200,000 over the duration of the agreement. However, this is subject to change depending on the volume and complexity of the disrepair cases raised. The contract will be let for a duration of 12 months with an option to extend by a further 12 months, subject to satisfactory performance against KPI's. In accordance with the Procurement Act 2023, Citizen wishes to restrict the participation of the tender to bidders who are: - Locally based within the West Midlands. - Small - Medium Enterprises (SME) Only. It also defines an SME as an organisation which has a turnover of less than PS44m and employs fewer than 250 employees. This aims to boost the impact SMEs can have in the local areas within Citizen's locations. Citizen will conduct a fair and transparent due diligence process to ensure that these parameters are met. If you do not evidence that you can meet the criteria your bid will not be considered, and you will be excluded.
