Summary of the contracting process

East Lothian Council is procuring a term maintenance service for its non-domestic properties. The work covers planned and reactive inspection, servicing, testing, repairs and maintenance for natural-gas, oil and LPG heating systems. This opportunity suits established heating, building-services and mechanical-maintenance contractors able to deliver planned and emergency work across a dispersed public-property estate. Suppliers must belong to the Building & Engineering Services Association, be registered with the Gas Safety Register and be members of OFTEC. They must hold, or be able to obtain, employers’ liability insurance of at least £5 million for any one event and public-liability insurance of at least £10 million for any one event, and satisfy the council’s financial-health assessment. PVG checks are required for all operatives, management staff and subcontractors working where children or protected adults are present. Competitors need relevant recent experience, demonstrated through four completed works examples. The contract also includes subcontracting and community-benefit obligations, including opportunities for training, apprenticeships, work experience and sustainability support.
