Summary of the contracting process

Norfolk County Council is procuring education and training services for children and young people who need alternative provision outside mainstream schools and colleges. The reopened framework covers two areas: Social, Emotional and Mental Health (SEMH) provision, supporting pupils who have difficulty managing emotions and behaviour in an educational setting; and vocational alternative provision, offering curriculum options and qualifications that are not usually available in mainstream schools. Suppliers may bid for either or both areas. Services will be delivered across Norfolk and the other East of England areas covered by the council’s requirement. The framework is intended for providers of any size, including organisations able to deliver specialist educational, vocational, behavioural and outcomes-focused support.

The process has reached tender: the council invited offers through an accelerated open procedure for a light-touch, open framework agreement. Questions had to be submitted by 26 July 2026 at 10:00, and tenders by 3 August 2026 at 10:00; the intended award period ended on 5 August 2026. The framework lots were due to run from 21 August 2026 to 15 March 2028, with extensions possible to 15 March 2032 and potentially 15 March 2034. The published value is £0 gross for each lot and the overall procurement. Both lots use the same evaluation: 50% quality and 50% monitoring and outcomes. The framework may use further competition or direct awards when services are required.

This opportunity suits education, training, specialist alternative-provision and youth-support organisations able to work directly with children and young people outside mainstream settings. Lot 1 is relevant to providers with expertise in social, emotional and mental health needs, emotional regulation and behaviour support. Lot 2 suits vocational providers offering non-mainstream curriculum, practical options and recognised qualifications. Bidders should be able to demonstrate service quality, monitor delivery and report meaningful outcomes, since these account for the entire evaluation. The framework is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, and expressly welcomes providers of any size. Organisations able to serve Norfolk and the wider stated delivery area may be well placed to compete.

Notice Description

Norfolk County has established a framework agreement of providers of any size interested in providing alternative education to children and young people (CYP) covering SEMH/Vocational packages of support for Children and Young People (CYP). The framework is split into 2 lots; Lot 1 Social, Emotional and Mental Health (SEMH) Provision, for providers who will support CYP who experience difficulties in managing their emotions and behaviour in an educational setting other than a registered mainstream setting. Lot 2 - Vocational non-school alternative provision, for providers that offer curriculum, options and obtaining qualifications that are not ordinarily available in mainstream schools. You may bid for any or all lots. Please note that this is a reopening of the framework to new applicants.
