Summary of the contracting process

Portland Town Council is procuring one-off refurbishment works at the former multi-use games area at Weston Road Playing Field, Portland, Dorset. The works include removing and disposing of about 795 square metres of existing synthetic grass, ground and reinstatement works, and installing about 500 square metres of synthetic sports pitch grass with football markings. The project also covers a 20-metre by 25-metre, three-metre-high MUGA fence with recessed football goal ends and two gates; wetpour surfacing; bowtop fencing and gates; and new play and park equipment. The equipment comprises a large multi-play ship, group rope pendulum swing, four-person multi-see-saw, four benches, two litter bins and an inclusive picnic table. This is primarily a construction and site-preparation opportunity, with associated goods supply.

The council has reached the tender stage and invited offers through a below-threshold open competition. It is a single-lot procurement. Enquiries must be submitted by 12:00 on 21 August 2026, and tenders by 12:00 on 28 August 2026. The contract is scheduled to run from 1 November to 30 November 2026. Its estimated value is £110,000 excluding VAT and £132,000 including VAT. Electronic submission is not allowed; submissions must be sent by email to procurement@portlandtowncouncil.gov.uk. The council will assess offers using a quality-and-price basis, weighted 60% for quality and 40% for price. The opportunity is reserved for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits a contractor able to manage a short, complete outdoor recreation refurbishment, including site clearance, ground reinstatement, sports surfacing, fencing, play-area installation and associated street furniture. Experience coordinating several specialist work packages on an existing playing-field site will be useful, as will the capacity to supply and install the specified quantities and dimensions within the contract period. Participation is reserved for SMEs and voluntary, community or social enterprises, making this relevant to appropriately structured local or regional contractors and specialist partnerships.
