Summary of the contracting process

The Office of the Police and Crime Commissioner for Hampshire and the Isle of Wight intends to commission an all-age Independent Sexual Violence Advisor (ISVA) service across Hampshire, including Portsmouth and Southampton. The service will provide specialist, tailored emotional and practical support to victims and survivors of rape, sexual abuse and sexual assault, whether or not they have reported an incident to the police. Activities will include advocacy, impartial advice, information and support from initial reporting through the criminal justice process and beyond, together with signposting to health, social care, housing and benefits services. This is a health and social work service (CPV 85000000), delivered across Hampshire, with contributions from Portsmouth City Council and Southampton City Council.

The ISVA Service works with individuals who have experienced rape, sexual abuse or assault, irrespective of whether they have reported to the police or not. The nature of the support that an ISVA provides varies from case-to-case and will depend upon the needs of the individual victim and the circumstances. There are a number of significant benefits delivered through this service which include the provision of advocacy, impartial advice, information and support. If reporting to the police, the ISVA will provide support from initial reporting, through the criminal justice process and beyond. An ISVA may also provide information on other services that may be required, such as health and social care, housing or benefits. Procurement Strategy: The intention is to publish this opportunity as an above threshold tender under the Light Touch Regime (LTR) through the Find Tender Service in accordance with PA23. The procurement will be run through our e-tendering portal, In-tend.
