Summary of the contracting process

Dŵr Cymru Cyfyngedig is seeking specialist engineering suppliers for the maintenance and repair of critical clean-water and wastewater network assets across Wales. The requirement covers repairs to live, pressurised systems, planned and reactive works, emergency response, fabrication and installation of pipework and fittings, and the supply of standard and bespoke components. Five service areas are included: standard under-pressure fittings and accessories; bespoke design and fabrication in North Wales; bespoke design and fabrication in South Wales; onsite engineering services in North Wales; and onsite engineering services in South Wales. The work combines pipeline fittings, fabrication, pipeline design, repair and maintenance services. Suppliers may therefore be relevant if they manufacture or supply pipeline components, design and fabricate bespoke fittings, or provide specialist engineering teams for work on operational water and wastewater networks.

The procurement has reached tender: Dŵr Cymru invited offers through an open competitive flexible procedure, with a conditions-of-participation stage followed by two invitation-to-tender rounds. Enquiries were due by 30 July 2026 at 23:59, and tender responses by 17 August 2026 at 23:59. The estimated procurement value is £14.8 million excluding VAT, or £17.76 million including VAT. Contracts are planned from 1 January 2027 to 1 January 2030, with extensions potentially taking them to 1 January 2035. The framework allows awards with or without reopening competition, and prices are fixed initially with possible CPIH-linked review during extensions. Technical quality and commercial cost each carry 50% for four lots; standard fitting supply is weighted 30% technical and 70% commercial. The award decision is due by 23 November 2026.
