Summary of the contracting process

The Electoral Office for Northern Ireland (EONI) requires printing and related services for Northern Ireland’s electoral administration. The requirement covers printing, sorting and packaging up to 1.5 million poll cards for each Northern Ireland-wide election, ready for collection by a mailing contractor. It also covers printing about 200,000 items of annual correspondence on A4 paper, inserting them into window envelopes and preparing them for collection. Around 3,000 Electoral Identity Cards must also be printed annually, inserted into window envelopes and prepared for collection. The work is a single printing services requirement, including printed matter and associated handling, delivered across Northern Ireland. Construction and Procurement Delivery’s Supplies and Services Division is managing the procurement for EONI, which supports the Chief Electoral Officer in carrying out statutory electoral duties.

The procurement has reached tender: EONI has invited offers through an open procedure. Tenders must be submitted electronically through the relevant eTendersNI opportunity by 24 August 2026 at 3:00pm; paper submissions will be rejected. Enquiries close on 14 August 2026 at 5:00pm, and the award decision is due by 21 September 2026. The estimated value is £450,000 excluding VAT, or £540,000 including VAT, for one lot. The contract is scheduled to run from 21 September 2026 to 20 September 2029, with three optional one-year extensions allowing it to run until 20 September 2032. Evaluation is based on service delivery quality at 35%, price at 30%, print methodology at 21%, and contract management and contingency arrangements at 14%. Technical selection requirements also apply.

Notice Description

The electoral system in Northern Ireland is administered centrally by the Chief Electoral Officer for Northern Ireland (CEO). The CEO is both the electoral Registration Officer for all electors in Northern Ireland and Returning Officer for all elections and referendums in that jurisdiction. The Electoral Office for Northern Ireland (EONI) supports the CEO in carrying out his statutory duties. EONI wishes to appoint a supplier to deliver the following requirements: I. printing, sorting and packaging of potentially up to 1.5 million poll cards per Northern Ireland wide election for collection by a Mailing contractor. II. printing approximately 200,000 pieces of correspondence annually onto A4 paper, inserting into window envelopes and preparing for collection by a Mailing contractor. III. printing approximately 3,000 Electoral Identity Cards annually, inserting into window envelopes and preparing for collection by a Mailing contractor. The contract will commence on the award date for an initial period of three (3) years, followed by three (3) optional extension periods of one (1) year each. Suppliers should refer to the Specification Schedule for full detail on the requirements of this contract.
