West Yorkshire Combined Authority is developing an Incident Management System for its Bus Control Centre. The technology would provide a single platform to record, manage, monitor and analyse incidents affecting the franchised and potentially commercial bus network. This is a technology and software services requirement, covering incident-management functionality, database management, software development, consultancy, support and integration with transport operations. The authority is considering solutions for the West Yorkshire bus network, with delivery in West Yorkshire. The anticipated system is intended to improve how the control centre handles operational incidents and supports monitoring and analysis. Suppliers with relevant transport technology, control-room, incident-management or operational software expertise may be relevant, including providers able to integrate a platform into a complex bus operating environment.

The procurement is at the planning stage and the current activity is preliminary market engagement, not an invitation to tender. The authority expects to use market feedback to shape the final requirements, delivery model and procurement approach. Written questionnaire responses are expected by midday on 17 August 2026; suppliers wishing to book an individual online session must do so by 1pm that day, with sessions planned for 25 August 2026. A subsequent notice is expected by 30 September 2026. The anticipated contract is valued at £1,200,000 gross. One lot is planned, with an expected contract period from 4 January 2027 to 3 January 2031 and a possible extension to 7 January 2036. Renewal is envisaged.

This engagement will suit suppliers preparing to compete for a substantial, multi-year public-sector technology implementation in transport. Relevant businesses are likely to include incident-management software providers, control-centre and operational systems specialists, database and integration consultancies, and firms delivering software implementation, support and analysis platforms. The authority is seeking evidence of capability across the required functional areas, typical delivery models and integration approaches, innovation and best practice, implementation complexity, sequencing and dependencies, and commercial models and pricing structures. Suppliers should be ready to explain how their solution would support a franchised bus control centre, integrate with potentially commercial bus operations, and be implemented within the anticipated timetable. The planned lot is identified as suitable for small and medium-sized enterprises, so specialist SMEs may be well placed to contribute.

West Yorkshire Combined Authority would like to invite interested suppliers to take part in this Preliminary Market Engagement (PME) activity to support development of the project described below. The main aims of engagement include: gaining market insights, understanding best market practices and shaping the final statement of requirements. The Incident Management System (IMS) will provide the Bus Control Centre (BCC) with a single, platform for recording, managing, monitoring, and analysing incidents that affect the franchised and (potentially) the commercial bus network. Suppliers are invited to respond to this market engagement exercise to inform the Authority's approach to procuring a technology solution that aligns to the outcomes and core deliverables outlined in this paper. The Authority is particularly interested in: * Market capability across the functional areas described below * Typical delivery models and integration approaches * Innovation opportunities and best practice * Time to implement (complexity, sequencing, dependencies) * Costs e.g. commercial models and pricing structures This activity will consist of 2 Phases Phase 1 - Receiving written feedback from Suppliers Suppliers to review PME documents and respond to the shared questions (Appendix 2 - Contact Centre Questionnaire) by 12PM (Midday) on 17th August 2026 Phase 2 - On-Line sessions, presentations and Q&As Suppliers' Individual sessions on-line through MS Teams available on 25th August 2026 To book a slot - please respond through YORtender messaging function by 1PM on 17th August 2026
