Summary of the contracting process

Merseytravel intends to procure a single strategic supplier to deliver a fully integrated service for the Liverpool City Region’s bus stop and shelter estate. The scope covers design, supply, installation, maintenance, refurbishment and advertising services for bus stops and shelters. The work supports the region’s bus franchising programme and will be delivered across the Liverpool City Region. This is primarily a transport infrastructure and facilities service, combining bus shelter provision and upkeep with advertising and marketing services. The procurement is classified as services and includes transport equipment and auxiliary products, bus shelters, and advertising and marketing services. It is suited to businesses able to combine physical asset delivery and maintenance with commercial advertising services under one service model.

This procurement is at the planning stage: Merseytravel has announced its intention to procure, but has not yet invited tenders. The planned approach is a competitive flexible procedure for one lot, with a single contract expected to run from 17 January 2028 to 16 January 2038, with renewal permitted up to 16 January 2043. The estimated value is £255 million excluding VAT, or £306 million including VAT. Merseytravel expects the next procurement notice on 1 November 2026. Planned market engagement includes an expression of interest and request for information, both due by 21 August 2026 at 17:00. Supplier one-to-one meetings are planned between 5 and 14 August 2026; requests for meetings are due by 7 August 2026 at 17:00. The requirement will suit an established infrastructure or transport services provider, or a consortium able to act as one strategic supplier across the full asset lifecycle. Relevant capability includes designing bus stops and shelters, manufacturing or sourcing transport infrastructure, installing assets across a region, and providing planned and reactive maintenance, refurbishment and replacement. Suppliers with experience managing extensive public-facing estates, coordinating installation programmes and maintaining consistent service standards over a long-term contract should be well placed. The requirement also favours businesses with in-house or partner capability in advertising estate management, campaign delivery and advertising revenue services. Experience supporting public transport or a bus franchising programme would be particularly relevant. The planned market engagement gives potential suppliers an opportunity to understand the requirement and shape their preparation before the procurement reaches tender.
