Summary of the contracting process

Network Rail Infrastructure Limited is procuring network design, integration and provisioning services for secure, resilient and interoperable telecommunications across the United Kingdom rail network. The work covers the Fixed Telecommunications Network, Fixed Telecommunications Network Next Generation and associated voice platforms. Services will support regional and national enhancement, renewals and capital investment programmes, including signalling, electrification and asset renewal schemes. The managed service model combines a retained core team providing engineering governance, specialist expertise, integration and provisioning with a scalable variable team delivering authorised fixed-price work packages. The requirement includes telecommunications engineering, network and systems consultancy, computer network services and integrated telecommunications services. Two suppliers are intended to be appointed, with work generally allocated by Network Rail region, while allowing reallocation to manage capacity, performance and delivery risks.

The procurement has reached tender: Network Rail has invited suppliers to submit offers through a selective competitive flexible procedure under the Procurement Act 2023. The first stage is a Procurement Specific Questionnaire, with the seven highest-ranked eligible participants progressing to the Invitation to Tender; four to seven candidates may be invited. Expressions of interest are due by 25 August 2026 at 5:00pm, and enquiries close on 11 August 2026 at 5:00pm. The contract period is 1 July 2027 to 30 June 2032. Its estimated value is £32,000,000 excluding VAT, or £38,400,000 including VAT. Evaluation is 60% technical and 40% commercial, with technical understanding, methodology, deployment, programming, design, provisioning, personnel and social value assessed alongside day-rate pricing and weighted work-package scenarios. The intended award date is 8 April 2027.

This opportunity suits established telecommunications engineering and network services providers able to supplement Network Rail’s in-house capability across a national rail environment. Relevant suppliers should be able to design, integrate and provision fixed telecommunications networks and associated voice platforms, while supporting enhancement, renewal, signalling, electrification and asset renewal programmes. Strong candidates will demonstrate technical understanding, robust delivery methodologies, deployment planning, programme management, technical design and provisioning expertise, backed by suitably qualified key personnel. The operating model favours organisations able to provide both a stable core engineering and governance team and scalable specialist resources for variable fixed-price work packages. Suppliers also need the capacity to work across regional allocations, maintain operational resilience and business continuity, and manage changing demand, technologies, security requirements, rail standards and third-party dependencies. Social value forms part of the technical assessment.

Notice Description

Network Rail's Digital, Data and Technology (DDaT) function is responsible for the provision and assurance of telecommunications network design services up to the User Network Termination Point (UNTP). Network Rail intends to procure Network Design, Integration and Provisioning services to supplement its in-house engineering capability and support the delivery of secure, resilient and interoperable telecommunications services across the rail network. The services will support Network Rail's Fixed Telecommunications Network (FTN), Fixed Telecommunications Network Next Generation (FTNx) and associated voice platforms, providing design, integration and provisioning activities for regional and national enhancement, renewals and capital investment programmes, including signalling, electrification and asset renewal schemes. The contracts will operate under a managed service provider (MSP) model comprising a retained Core Team and scalable Variable Team capability. The Core Team will provide continuity of engineering governance, specialist capability, integration and provisioning services. Variable ES4 and ES5 design activity will be commissioned through authorised, fixed-price Work Packages. Network Rail intends to appoint two suppliers, with work allocated on a geographic basis to support operational resilience, business continuity and delivery capacity. Regional allocation will generally be determined by the originating Network Rail region, although Network Rail reserves the right to reallocate work to manage capacity, performance and delivery risks.
