Summary of the contracting process

Mid and South Essex NHS Foundation Trust intends to procure managed MRI services to increase community diagnostic capacity, improve local access to scans, maintain continuity of imaging practice and support timely diagnosis through existing acute hospital and community diagnostic centre pathways. The requirement is divided between a static community-based MRI managed service and a mobile MRI managed service. Providers may need to operate from designated sites across Mid and South Essex, including Broomfield Hospital and Broomfield Community Hospital, Basildon Hospital, Pitsea Community Diagnostic Centre and Southend Hospital in Westcliff-on-Sea. The work is principally a health and diagnostic imaging service, covering the operation and delivery of MRI capacity rather than the purchase of standalone equipment.

This procurement is at the planning stage: the Trust has stated an intention to use a Provider Selection Regime contract following a competitive process, but has not yet issued an invitation to tender. There are two lots—static community MRI and mobile MRI—and a supplier may be awarded both. The estimated total value is £9.7 million. The buyer planned exploratory pre-market engagement with potential providers through online and in-person meetings, telephone discussions and written correspondence. This engagement was intended to test current solutions, supplier capabilities, commercial models and data requirements, and to help develop the specification. The buyer expected interested organisations to arrange engagement by 10 August 2026, with the engagement exercise concluding by 14 August 2026.

The requirement is likely to suit established diagnostic imaging operators, NHS or independent healthcare providers, and specialist MRI managed-service companies able to provide either fixed community scanning capacity, mobile MRI capacity, or both. Relevant strengths include operating MRI services safely across hospital and community settings, mobilising equipment and staff between designated locations where required, maintaining reliable patient throughput, and integrating delivery with acute and community diagnostic pathways. Suppliers should be prepared to explain their current technical and operational model, the data and information they would need from the Trust, and possible commercial arrangements. Organisations with the capacity to cover multiple Mid and South Essex sites and support continuity of imaging practice will be well placed to prepare for the future competitive process.

Lot Information

Static Community Based MRI Managed Service

Mid and South Essex NHS Foundation Trust is seeking to establish a Contract for the provision of Static Community MRI Managed Services (Lot 1). The Services procured will provide additional MRI capacity, support local access to diagnostics, maintain continuity of imaging practice, and enable timely diagnosis through integration with existing Acute and Community Diagnostic Centre Pathways. Appointed Providers must have the ability to operate from any of the Authority's designated Mid and South Essex sites, including Acute Hospital Sites and Community Diagnostics Centre's: Locations will include: * Broomfield Hospital, Court Road, Broomfield, Chelmsford, CM1 7ET; * Broomfield Community Hospital, Chadwick Drive, Braintree, CM7 2AL * Basildon Hospital, Nethermayne, Basildon, SS16 5NL; * Pitsea Community Diagnostic Centre, Northlands Pavement, Pitsea, SS13 3DU * Southend Hospital, Prittlewell Chase Westcliff on Sea SS0 0RY[SP3.1] Engagement with suppliers will be undertaken through a combination of online meetings, in-person discussions, telephone discussions and written correspondence (including email), with organisations that are able to provide a Static Community MRI Managed Services. The engagement will concluded by the 14th August 2026. The engagement exercise will aim to establish a suitable procurement approach that meets the Contracting Authority's objectives. The engagement is exploratory in nature and is intended for information gathering purposes to inform the specification and to identify potential suppliers of the required services. In particular the PME seeks to: 1. Understand current solutions 2. Explore supplier capabilities and potential commercial models 3. Explore data requirements the contracting authority will need to provide 4.
