Notice Description

The purpose of this procurement is to award a contract for supply of renewable (solar) energy via direct wire to AWE Burghfield (AWE(B)). Following completion of this Procurement, AWE intends to award the Contract to a single Supplier which has provided the Most Advantageous Tender (MAT). The Contract will run for a period of 26 years from the effective date. The terms being used for this Procurement is bespoke Power Purchase Agreement (PPA) and will be made available to shortlisted bidders at ISIT stage. There will be no option for AWE to extend the Contract. The Contract will comprise a fixed price tariff with appropriate indexation. Interested parties must register their intention to participate by emailing AWEProcurement@AWE.co.uk using subject: AWE Solar Programme - Burghfield (AWE(B)). Upon receipt, AWE will issue the interested party with a link to register on AWE's Procurement Portal, and mandatory a Confidentiality Agreement. Completion of both are mandatory to access the tender documents.

            "features": "Suppliers are invited to participate in this Procurement to determine their suitability to fulfil the requirements of the Contract. Suppliers must be registered on, and have uploaded information to, the Central Digital Platform to respond to this Procurement. This Procurement will have 6 stages, as outlined below: Stage 1: Invitation to Participate (ITP) This is used to establish a Supplier's legal and financial capacity and technical ability to carry out the requirement based on financial standing, past experience relevant to the scope, AWE-specific technical requirements, and the absence of any grounds for exclusion. AWE will invite the top 6 scoring Suppliers to proceed to the next stage (ISIT). Stage 2: Invitation to Submit Initial Tenders (ISIT) Suppliers successful at the ITP stage will be invited to submit an Initial Tender Submission in response to the ISIT. Suppliers are invited to submit a technical and commercial proposal, detailing the specifics of how they propose to deliver AWE's requirements. AWE will invite the 3 highest ranked Suppliers to proceed to the next stage, Invitation to Negotiate (ITN). Stage 3: Invitation to Negotiate (ITN) Suppliers successful at the ISIT stage will be provided with feedback and invited to enter into a maximum of 3 rounds of negotiation with AWE. Stage 4: Invitation to Submit Final Tenders (ISFT) Suppliers will be invited to submit a Final Tender Submission in response to the ISFT. Following the evaluation, AWE will invite the highest ranking, most advantageous Supplier to the Preferred Supplier stage. Stage 5: Preferred Supplier stage The Supplier whose Final Tender Submission is deemed most advantageous following the evaluation methodology outlined in the ISFT will be invited to a Preferred Supplier stage. Stage 6: Contract Award Decision AWE will notify Suppliers of its decision, and of the identity of the Preferred Supplier with whom it intends to proceed to contract award by issuing Assessment Summaries to all Suppliers that submitted a Final Tender Submission that was not subsequently disqualified during assessment. Following the release of Assessment Summaries and the Contract Award Notice a standstill period will be held as required under the PA23. Following expiry of the standstill period, the Preferred Supplier will be required to execute the Contract."
