Summary of the contracting process

Senedd Cymru / Welsh Parliament is seeking a bilingual business management system for its parliamentary operations. The system must support meeting management, Senedd Member management, issue management and the management of cross-party groups. The contract covers supplying the system, implementing it and providing ongoing support. Welsh and English must have full parity across the user interface, content and functionality. Delivery is for the Welsh Parliament in Cardiff. The buyer wants a sustainable, adaptable and supportable solution that can meet current and future needs, maintain service continuity and benefit from continued product investment. This is an IT systems and support services procurement (CPV 72000000), rather than a commission to build a wholly new product from scratch.

The buyer invited offers through a competitive flexible procedure, using a selective process: after assessing participation conditions, it planned to invite at least five suitable suppliers to tender. The single lot has an estimated value of £1 million excluding VAT (£1.2 million including VAT). The initial contract period is five years, from 1 September 2027 to 31 August 2032, with an option to extend for up to five more years, to 31 August 2037. The deadline for enquiries was 2 November 2026 at 10:00, and the deadline for expressions of interest was 9 November 2026 at 10:00. The planned award decision date was 3 March 2027. Evaluation is weighted 60% for quality and 40% for cost; economic and technical conditions apply.

The opportunity suits suppliers with an established business management product and the capacity to implement, migrate and support it over the long term; the procurement identifies it as suitable for SMEs. Relevant experience includes delivering comparable systems in parliamentary, legislative, democratic services, governance or other complex and regulated settings. Suppliers need to show a credible, realistic route to meeting the functional and non-functional requirements, including how capabilities will be provided through existing product features, configuration or any necessary development or customisation. Welsh-English parity is essential; suppliers without current bilingual provision must demonstrate proven multilingual capability that can deliver robust, equivalent support. The buyer favours Software as a Service where appropriate, but alternative delivery models may be proposed if the solution is established, supportable and adaptable. Proposals should minimise bespoke development and support maintainability, interoperability and data portability.

Notice Title

Senedd Business Management System

Notice Description

The Commission is seeking to procure a fully bilingual (Welsh and English) Senedd business management system. The required solution will support functions including, but not limited to, Meeting Management, Senedd Member Management, Issue Management and the Management of Cross-Party Groups. The contract will include the supply, implementation and ongoing support of the solution. The Commission seeks a sustainable, adaptable and supportable solution that can meet its current and future business requirements while providing long-term value, service continuity and the benefits of ongoing product investment. Suppliers must demonstrate: * successful delivery and operation of solutions with relevant or comparable capabilities; * experience supporting parliamentary, legislative, democratic services, governance or similarly complex and regulated environments; * an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements; * a credible implementation and migration approach; and * a clear, realistic and supportable route to meeting the Commission's functional and non-functional requirements Suppliers must clearly distinguish between capabilities that are available within the proposed solution, those that will be delivered through configuration, and those that will require product development, customisation or other enhancement. Any such activity must form part of a credible, deliverable and supportable approach to meeting the Commission's requirements. The Commission's strategic direction is to adopt Software as a Service (SaaS) solutions wherever appropriate. However, recognising the specialist nature of this market, suppliers may propose alternative delivery models where they can demonstrate that the proposed solution is an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements. The Commission does not intend to commission the development of a wholly new solution. It is seeking approaches that maximise the reuse of existing and demonstrable capabilities, minimise bespoke development, and support long-term maintainability, interoperability, data portability, supplier competition and whole-life value. The contract will be for an initial period of five years from the Go Live date, with the option for the Commission to extend the contract for up to a further five years.

Planning Information

As part of this early-stage activity, we are inviting interested suppliers to submit a short questionnaire designed to help us understand current market capability, delivery models, and potential approaches to service provision. The information gathered through this engagement will support the Welsh Parliament in shaping any subsequent procurement strategy. Participation is voluntary, and responses will be used for research and planning purposes only. Completion of the questionnaire does not form part of any formal procurement process, nor does it create any obligation or advantage in any future tender. Suppliers with relevant experience in delivering multilingual solutions are encouraged to take part. The solution must support Welsh and English with full parity across all system components, including user interfaces, content, and system functionality. Where suppliers do not currently provide Welsh and English capability, they must demonstrate proven multilingual solutions that can deliver equivalent, robust bilingual support. Your insights will help ensure that any future approach is well-informed, proportionate, and aligned with best practice. Responses must be submitted to Helena Grant at helena.grant@senedd.wales by Thursday 13th August 2026. We appreciate your time and contribution to this engagement exercise and look forward to hearing from you.
