Summary of the contracting process

East Surrey College, on behalf of Orbital South Colleges, is procuring works to replace, upgrade or improve the existing boiler plant serving the Gatton Point North and Gatton Point South sites at the College in Redhill. The requirement covers commercial boiler and heating-plant works, including associated mechanical services, commercial gas systems, flues, controls interfaces, water treatment, commissioning and certification. The scope may also include related pipework, valves, gauges, strainers, insulation, pumps, building-energy-management-system interface works, plantroom improvements and other directly connected works identified through surveying or delivery. This is a single works requirement for an occupied college environment, with the solution expected to address the existing plant condition, efficiency, sustainability, maintainability and lifecycle value.

The procurement has reached the tender stage: the College invited suppliers to submit email expressions of interest and participation responses for shortlisting to the formal tender. It is a below-threshold open competitive works procedure. Clarification questions were due by 5 August 2026 at 12:00 noon, and participation responses by 10 August 2026 at 12:00 noon, sent to the College tender mailbox rather than an external portal. The estimated value is £320,000 excluding VAT, or £400,000 including VAT. The anticipated contract period is 5 October 2026 to 31 January 2027, with options for additional related works. Participation is not a pricing exercise: assessment uses pass/fail and scored suitability criteria, with approximately four to six suppliers intended for the formal tender. Formal tender evaluation is expected to consider cost and quality.

This opportunity suits SMEs and voluntary, community or social enterprises with specialist commercial boiler and heating-plant capability. Suppliers should be able to survey existing plant, pipework, valves, flues, controls and ancillaries; develop or coordinate design; install, commission and certify the works; and provide appropriate handover information. Relevant experience should include two or three commercial boiler replacements or heating upgrades, particularly in education, public-sector, occupied or live-site environments. Competitors must demonstrate suitable insurance, financial capacity, commercial gas safety competence, CDM and health-and-safety arrangements, site supervision, RAMS capability and supply-chain resources. The College also seeks evidence of sustainable and efficient solutions, maintainability, controls compatibility, spares and warranty planning, together with shutdown, phasing, safeguarding, access and disruption-management experience. Two recent client referees are required.

This is a below-threshold competitive works procurement. This first stage is an EOI / participation shortlisting stage only. Full pricing, detailed technical proposals, detailed design drawings and site-specific RAMS are not required at this stage. The purpose of this stage is to assess supplier suitability to be invited to the formal tender stage.
