Summary of the contracting process

Leidos Supply Limited intends to procure fire-fighting equipment, including fire extinguishers, fire-extinguisher agents and fire-extinguisher powder, together with spares and repair services. The requirement sits within Team Leidos’ logistics commodities and services transformation work for the UK Ministry of Defence, covering the procurement and inventory management of commodity items and associated logistics services. Leidos Supply Limited is the buying organisation, with TVS Supply Chain Solutions Limited expected to conduct parts of the evaluation. Delivery is intended across the United Kingdom. This is primarily a goods requirement, but suppliers should note the reference to spares and repair alongside equipment supply. The opportunity may suit manufacturers, distributors, specialist fire-safety suppliers and businesses able to support equipment maintenance and repair.

This procurement is at the planning stage: the buyer has announced an intention to procure but has not invited tenders. The expected procedure is a future tender under the Public Procurement Regulations. The estimated value is £6.4 million to £16 million excluding VAT, or £7.68 million to £19.2 million including VAT. The planned contract period is 7 July 2033 to 7 July 2037. The buyer expects the next notice to be published on 15 December 2028. Team Leidos intends to issue a Preliminary Market Engagement Notice nearer the tender launch, so suppliers can help develop the requirement and sourcing strategy. The requirement is planned as one lot and is identified as suitable for SMEs.

This should be monitored by suppliers with established capability in fire-fighting equipment, particularly fire extinguishers, extinguishing agents and extinguisher powder. It is also relevant to businesses that can provide compatible spares, diagnose faults and deliver repair or maintenance support as part of a wider supply arrangement. Manufacturers, authorised distributors, specialist fire-safety equipment providers and repair specialists may be well placed to prepare. The requirement is intended to support Ministry of Defence logistics and inventory operations, so businesses should consider their ability to manage dependable supply, product availability and servicing across the United Kingdom. SMEs are expressly considered suitable for the planned procurement. Suppliers can prepare for the future market-engagement exercise by reviewing their product range, repair capability and ability to support the developing sourcing strategy.
