Summary of the contracting process

The Royal Armouries Museum in Leeds intends to procure comprehensive plant equipment maintenance and servicing for its Leeds museum site and nearby satellite site, known as the NFC. The service will cover planned preventative maintenance of relevant plant and equipment, including aged plant, plus reactive maintenance and breakdown response. It will include statutory inspections, testing and certification, servicing of mechanical and heating plant, pumps, valves, chillers and air-conditioning units, fault diagnosis and repair, component and consumable replacement, and emergency call-out support. The supplier will provide labour, tools, access equipment and specialist subcontractors where needed. The work also includes maintenance records, service reports, asset history updates, annual scheduling, and recommendations on replacement, energy efficiency and asset condition.

This procurement is at the planning stage and is not an invitation to tender. The buyer expects to use a tender process for one lot. The planned contract period is 1 February 2027 to 31 January 2030, with possible renewal to 31 January 2032. The estimated total value is £340,000 including VAT, comprising £189,000 for the initial term, £126,000 for optional extensions and £25,000 for other options such as spare parts. The buyer is conducting preliminary market engagement, particularly to obtain feedback on proposed social value requirements. Suppliers wishing to participate are expected to request a supplier questionnaire by 7 August 2026 at 12:00 and return it by 17 August 2026 at 17:00.

The work is likely to suit established mechanical and building-services maintenance contractors able to manage planned and reactive maintenance across museum facilities, including older plant. Relevant capability includes servicing heating and mechanical systems, chillers, air-conditioning units, pumps and valves; conducting statutory inspections and certification; diagnosing faults; carrying out repairs; and responding to emergencies. Suppliers should be able to maintain accurate asset histories and service records, produce annual maintenance programmes, and advise on lifecycle replacement, energy efficiency and asset condition. The buyer is considering making social value worth 10% of quality evaluation. Potential suppliers should be prepared to evidence fair work, employee engagement and workforce monitoring, together with payment above the applicable National Minimum Wage or National Living Wage.

Procurement Description To maintain and service the plant equipment at the Royal Armouries Museum, Leeds (including the nearby satellite site known as the NFC), through a comprehensive planned preventative maintenance schedule in compliance with Health and Safety Regulations and industry standards. Provide an annual preventative maintenance schedule by the start of each 12-month contract period for the duration of the agreement, in line with all mandatory regulations. Current Service Scope The service covers the following: * Planned preventative maintenance (PPM) of all relevant plant and equipment, particular experience of aged plant. * Reactive maintenance and breakdown response, for aged plant and equipment * Statutory inspections, testing and certification where applicable * Servicing of mechanical plant, heating plant, pumps, valves, including Chillers, A/C units and other associated equipment * Fault finding, diagnostics and repair * Replacement of worn or failed components and consumables * Provision of labour, tools, access equipment and specialist subcontractors where required * Compliance with health and safety legislation, site rules and industry standards * Maintenance record keeping, service reports and asset history updates * Annual maintenance programme and scheduling * Emergency call-out support where required * Recommendations for lifecycle replacement, energy efficiency and asset condition improvements Estimated Contract Value (incl. VAT): PS340,000 * Initial term: PS189,000 * Optional extensions: PS126,000 * Other options (variations, e.g. provision of spare parts): PS25,000

Planning Information

The key purpose of this notice is to alert the market to the Tender and to flag the new social value criteria and outcomes that are being proposed for it, and thus to obtain feedback from suppliers. The social value outcomes that will form 10% of the quality evaluation criteria will consist of the following: 1.Fair work – Create and retain high quality jobs Suppliers will need to demonstrate that they are providing opportunities for, and measuring and monitoring of, staff workforce conditions over time, including employee engagement, involvement in decision-making and satisfaction and adapting to any changes in the results, with clear processes for acting on issues identified 2.Fair work - Fair pay practices Suppliers will need to demonstrate that they provide payment of more than the National Minimum Wage or National Living Wage (as appropriate) to the contract workforce. Suppliers wishing to participate must email the Estates Team at Jason.mcgann@armouries.org.uk to request the supplier questionnaire by 07 August 2026 at 12:00 and return it completed no later than 17 August 2026 at 17:00.
