Summary of the contracting process

South Holland District Council, working with Boston Borough Council and East Lindsey District Council, intends to establish a Greenspaces Horticulture Framework. The requirement covers horticultural supplies and services for a wide-ranging planting programme, including resilient, high-quality plant species, specialist materials and related advice. It may suit businesses providing horticulture, soft landscaping, hard landscaping, planting and maintenance of green areas, environmental stewardship, or sustainable landscape management. The work is expected to support greenspace activity across England, including the East Midlands and other English regions. The programme is intended to improve soil health, enhance biodiversity and promote sustainable management of landscapes. Public Sector Partnership Services Ltd is facilitating the procurement process on behalf of the councils.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender. The councils expect to use a framework agreement, with one planned lot. The estimated value is £250,000 excluding VAT and £300,000 including VAT. The planned contract period is from 1 April 2027 to 31 March 2031. Market engagement is scheduled to take place by 27 August 2026. Interested suppliers must register on the PSPS electronic tendering portal and respond through its messaging system. The engagement is intended to inform the future procurement and allow the councils to understand supplier capability and market capacity before the framework reaches the tender stage.

The planned framework is likely to suit established horticulture and landscaping businesses, specialist nurseries, planting contractors, grounds and greenspace maintenance providers, environmental consultants, and suppliers of landscaping materials. Businesses with experience delivering planting programmes across multiple locations, and with the capacity to support public-sector landscape work, should prepare evidence of these capabilities for the future tender.
