Summary of the contracting process

The Food Standards Agency is procuring a research agency to deliver waves 13 to 16 of its official Food and You 2 survey, one wave each year. The work will measure consumers’ attitudes, knowledge and behaviour relating to food, supporting FSA policy decisions, communications, strategic objectives and further research. The service covers questionnaire and survey-material development; fieldwork, including invite letters and incentives; data processing and cleaning; production of data files and supporting documentation; and final outputs such as aggregate tables and reports. The survey currently covers 4,000 households, including 1,000 each in Northern Ireland and Wales, with an additional annual sample of 1,000 households in Scotland delivered with Food Standards Scotland. This is a national social, market research, survey and data-collection service.

The procurement has reached tender: the FSA invited offers through an open procedure, with electronic submission allowed in English through Atamis. It is a single lot. The deadline for enquiries was 28 August 2026 at 12:00, and the tender submission deadline is 25 September 2026 at 12:00. The evaluation is weighted 80% technical quality and 20% commercial value for money; technical assessment covers methodology, capability, experience, project management, risks, resources and deliverables. The contract is scheduled to run from 1 January 2027 to 31 March 2031, with an option to extend by up to two months and annual buyer break clauses requiring at least three months’ notice. Its estimated value is £1.1 million excluding VAT, or £1.32 million including VAT. The anticipated award decision date is 21 October 2026.

This opportunity suits experienced research agencies able to design and deliver a representative, methodologically robust, multi-wave national survey. Suppliers need capability across questionnaire development, sampling and fieldwork, participant communications, incentive and postal distribution, data processing, cleaning, weighting, statistical analysis, dataset production and supporting documentation. The requirement also favours teams that can maintain comparability between survey waves, achieve household and demographic sample targets, manage accessibility and translation needs, and protect data quality and personal data. Strong project governance is important, including risk, resource, stakeholder and subcontractor management, with resilience against response-rate, data, cyber-security and delivery problems. Suppliers may also provide aggregate tables and findings reports. The contract is identified as suitable for SMEs and voluntary, community or social enterprises, supporting participation by capable organisations of different sizes.

Notice Description

In order to protect consumers, we need to understand their attitudes, knowledge and behaviour in relation to food. The Agency's main source of methodologically robust and representative evidence regarding consumers' attitudes, knowledge and behaviour in relation to food is our annual Official statistic Food and You 2 survey. This survey has an important role in measuring the FSA's progress towards its strategic objectives, providing evidence to support FSA policy decision-making, communication campaigns and other activities as well as identifying topics for further research or action. The survey currently samples 4,000 households (including 1,000 households in both Northern Ireland and Wales). Since Wave 8, we have also worked with our counterparts in Food Standards Scotland, to achieve an additional 1,000 households in Scotland on an annual basis. This data is reported and published separately by Food Standards Scotland. The FSA is seeking an experienced research agency to continue delivering the FSA's official statistic Food and You 2 annual survey, for waves 13-16 (one survey wave per year). This specification sets out key deliverables in 5 stages as follows: 1. Questionnaire development: Working with the FSA to develop the questionnaire and survey materials for Waves 13-16 2. Conducting fieldwork for Waves 13-16 including the distribution of invite letters and incentives. 3. Data processing: Processing and cleaning of the survey data 4. Production of data sets: The production of all data files and supporting documentation 5. Production of final outputs such as aggregate data tables and reports required for the project. In recent years, the FSA has produced data tables and findings reports in house. We welcome bids where data tables and reports are conducted by suppliers. Lot 1

Options: The contract is anticipated to commence in January 2027 and expire in March 2031. The Buyer reserves the right to extend the contract for a period of up to two (2) months. The contract will also be subject to annual break clauses, exercisable by the Buyer at the end of each Contract Year upon providing not less than three (3) months' written notice.

Renewal: The Buyer reserves the right to extend the contract for a period of up to two (2) months beyond the initial contract term.
