Summary of the contracting process

Velindre University NHS Trust is exploring services to develop a World Model supporting the delivery of Systemic Anti-Cancer Therapy within the new Velindre Cancer Centre in Cardiff. The proposed solution would integrate operational, prescribing and workforce data to improve demand forecasting, capacity planning, assessment of patient readiness and management of treatment pathways. This is a software integration and consultancy requirement, with activity delivered in Cardiff and the Vale of Glamorgan. The Trust is seeking information on relevant products, services, experience, innovative technologies and emerging approaches that could shape the future requirements, business case and procurement strategy. The requirement is intended for suppliers able to combine healthcare operational knowledge with data, modelling and technology implementation expertise.

The process is at the planning stage and is currently a pre-market engagement exercise, rather than an invitation to tender. Velindre University NHS Trust expects to use supplier feedback for option appraisal, feasibility assessment and market development before deciding its future procurement strategy. The engagement is scheduled to close on 14 August 2026, and a future notice is expected on 21 August 2026; these are the buyer’s indicative dates. The planned contract is for one year, from 1 November 2026 to 1 November 2027. Its estimated value is £50,000 excluding VAT, or £60,000 including VAT. The requirement is below the applicable threshold and is planned as one lot, with participation identified as suitable for SMEs and voluntary, community or social enterprises.

This preparatory exercise will suit suppliers that can demonstrate practical experience of building or integrating digital models for complex healthcare operations, particularly systemic anti-cancer treatment. Relevant capability is likely to include data integration across operational, prescribing and workforce systems; demand forecasting; capacity and workforce planning; patient readiness assessment; and treatment pathway management. Suppliers with innovative technologies, established products, emerging solutions or consultancy approaches are encouraged to contribute, provided they can explain their experience and how their approach could support a new cancer centre. Organisations with healthcare data, interoperability, analytics, simulation, optimisation or software implementation expertise should be well placed to inform the future business case and procurement design. The requirement is explicitly suitable for smaller businesses and social enterprises.

The engagement will provide an opportunity for organisations to share information on relevant products, services, experience and emerging solutions that may help inform future business requirements and any subsequent procurement strategy. Feedback received will be used to support option appraisal, feasibility assessment and future market development activities.
