Summary of the contracting process

Velindre University NHS Trust is seeking a specialist supplier to design and develop a World Model for Systemic Anti-Cancer Therapy (SACT) delivery. NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is managing the procurement for the contracting authority. The model is intended to support the transition to the new Velindre Cancer Centre and improve strategic planning and operational decisions across the cancer network. It will provide greater visibility of patient demand, treatment capacity, workforce needs and service delivery, supporting forecasting, capacity planning and sustainable, data-led treatment pathways. The work combines healthcare modelling, data integration, analytics and stakeholder engagement. The service supports timely patient access to care and better use of available resources. The intended delivery is across the cancer services network.

The buyer invited tenders through an open procedure. The deadline for clarification questions was 10 November 2026 at 12 noon; the tender submission deadline was 19 November 2026 at 12 noon. The contract is scheduled to run from 1 January to 31 December 2027. Its estimated value is £50,000 excluding VAT (£60,000 including VAT). There is one lot, and the buyer reserves the right to award all or part of the contract. Evaluation gives 30% to price and 70% to quality: methodology and technical approach (15%), relevant experience and delivery team (15%), future capabilities and requirements (15%), bidder interview (15%) and social value (10%). The interview assesses understanding, approach, responses to clarification and confidence in delivery capability.

This opportunity is suited to suppliers able to combine healthcare modelling with data integration and analytics, and to engage effectively with stakeholders in cancer services. The proposed team should demonstrate relevant experience delivering comparable healthcare modelling, analytics or transformation projects, alongside the skills, qualifications, capacity and specialist expertise needed to deliver the work. Bids are assessed on a credible methodology, delivery plan and approach to stakeholder engagement and risk management. The solution should be scalable, flexible and capable of evolving as service needs change, with scope for innovation, future enhancements and knowledge transfer. Suppliers should also be ready to present and discuss their proposal at interview. Social value proposals covering community outcomes, sustainability, equality and inclusion, skills and employment are assessed. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable.
