Summary of the contracting process

Cambridge City Council is planning two separate general building contracts for responsive repairs to its housing and commercial estate, including council-run facilities such as community centres. Work will be delivered across two geographically split areas of Cambridge, with approximately equal numbers of properties. The scope covers repairs and reactive maintenance including glazing, roofing, brickwork and masonry, plastering, fencing, gates, scaffolding, rubbish and garden clearance, and removal of small sheds and similar structures. It may also include mechanical and electrical repairs, minor alterations, structural improvements, painting and decorating, kitchen and bathroom repairs, plumbing, carpentry and electrical work. Further workstreams include out-of-hours and emergency call-outs, void-property refurbishment and occasional commercial-property works, with supplementary support for the Council’s in-house Direct Labour Organisation.

This procurement is at the planning and market-engagement stage; it is not an invitation to tender. The Council expects to issue the full tender by 30 October 2026, award contracts by mid-January 2027 and have them mobilised by April 2027. The contracts are intended to run for five years, with renewal options allowing a possible term of up to eight years. The overall estimated value is approximately £32 million for both contracts, while the published gross procurement value is £38.4 million. The intended method is a long-term competitive tender divided into two geographically distinct lots, with one contractor appointed to each. Work will be allocated as requirements arise, including urgent and emergency jobs, rather than batched in advance.

This will suit established general building and property-maintenance contractors able to manage a complex, high-volume responsive service across housing, commercial properties and public facilities. Suppliers should be prepared to coordinate multiple specialist trades, including roofing, glazing, masonry, plastering, scaffolding, fencing, plumbing, carpentry, electrical, mechanical and decorating work, alongside clearance and refurbishment activities. The service will require capacity for work arriving continuously at different urgency levels, out-of-hours and emergency call-outs, void-property turnaround and occasional small structural projects such as wall reinforcement and underpinning. Contractors will need to demonstrate effective mobilisation, scheduling, workforce and subcontractor management, quality control and collaboration with the Council and its in-house team. Each lot is identified as suitable for small and medium-sized enterprises, and the Council expects a collaborative three-way service partnership.

MARKET ENGAGEMENT EVENT for Multiple Responsive Repairs Contracts The Council has an ongoing 'Business as Usual' need to provide responsive repairs to its housing and commercial estate in support of the DLO and Property Services. This is a relaunch of the project first advertised in September 2025 The Council will still be letting a long-term contract divided into two 2 separate Lots. The duration is expected to be between five (5) and up to eight (8) years. It is currently anticipated there will be one main contract for each of the two lots. The specification for both Lots are the same, they are differentiated geographically. These contracts are complex in nature and this will be fully explained in the tender documents. The main element of work will be responsive requirements, and this means there will be no opportunity to batch work. Some of the work will be mechanical and electrical repairs, minor alterations and structural improvement works that may require planning and are of a small project in nature. Work will be allocated on an as it arrives basis and will carry various levels of urgency which will require significant demonstration of the ability to manage a contract of this kind and volume. Both Lots will be General Building Contracts - covering responsive repairs across a number of general and specialist requirements, reactive maintenance including, but not limited to glazing, roofing repairs, brickwork and masonry work plastering, fencing, gates and scaffolding and general rubbish / garden clearance and removal of small sheds/lean-to's and similar temporary buildings. In addition, there may be a level of supplementary support required, during busy periods, for the in-house Direct Labour Organisation (DLO). This will be on an as required basis and may include painting and decorating, repairs to kitchens and bathrooms, plumbing, carpentry and electrical. Furthermore, there will be additional commercial properties as well as Council run facilities, such as Community Centres on a responsive included on an as required basis. There will be a requirement for service provision for both out-of-hours and emergency call-outs. This will be another of the workstreams in both Lot1 and Lot2 of this contract. Another of the workstreams (in both Lots) will be Void Property works this covers the refurbishment of any vacated Council owned housing in support of the DLO on an as required basis covering the requirements above and readying the property to be let to new tenants. It will also cover, commercial properties to a lesser extent. Small alterations and structural works such as wall reinforcement and underpinning projects may also be included as a workstream. Lots One and Two will be treated as separate and distinct contracts. It is the councils intent to award two separate contractors - one for each lot. The geographical split of the two main contracts will be approximately equal in the numbers of properties and there is an expectation that this will be a three way partnership with both contractors and the Council delivering an increasingly efficient service to the residents of Cambridge City. The overall value of these contracts is currently estimated as approximately PS32.0m for both contracts. The timetables for the letting of all of these contracts is extremely tight and they must all be let, awarded and mobilised no later than end of April 2027. We are excited to continue on the procurement of this challenging process and aim to release full tenders by no later than end-October 2026 with Contract awards by mid-January 2027 giving approximately six weeks to mobilise and be ready for work to be allocated by mid- April 2027.
