Summary of the contracting process

Red Kite Community Housing is procuring a single-provider IT managed services solution for its operations in High Wycombe. The requirement covers technical architecture and design, service onboarding, first-, second- and third-line service desk support, ICT asset inventory and capacity management, equipment refresh planning, private-cloud hosting for VMware servers and storage, and 24-hour proactive monitoring. It also includes firewall management, a 24/7 security operations centre, cyber-security support, resilient connections, and local wired and wireless networks. The supplier must provide end-user support, including an engineer at the head office three days each week, build and maintain laptop configurations, and provide patching, backups for hosted, Microsoft 365 and Dynamics 365 services, disaster recovery, business continuity, reporting, meetings, project days and an ad-hoc rate card. End-user devices remain Red Kite’s assets.

The procurement has reached tender: the buyer invited offers through an open procedure. Questions were due by 1 September 2026 at 12:00 and offers by 15 September 2026 at 12:00. The intended award period ends on 3 December 2026 at 23:59. The contract runs from 1 April 2027 to 31 March 2030, with three possible one-year extensions, giving a maximum end date of 31 March 2033. The estimated value is £4,500,000 including VAT over six years, excluding annual price indexation. There is one lot, with SME suitability. Evaluation is 30% price and 70% quality, covering hosting, network, implementation, service management, security, backup, business continuity, on-site engineering, project days and corporate social responsibility. Economic and technical selection criteria apply.

This opportunity suits an IT managed services provider able to supply and operate a complete hosted infrastructure and support model rather than a narrow helpdesk service. Strong candidates will need capabilities in VMware hosting and storage, service transition, multi-level service desks, asset and capacity management, network connectivity, wired and wireless LAN support, firewall administration, 24/7 monitoring and security operations. The requirement calls for round-the-clock cyber-security operations, security best-practice advice and patching to at least Cyber Essentials Plus standards. Suppliers must support backups across cloud-hosted services, Microsoft 365 and Dynamics 365, and provide credible disaster recovery and business continuity arrangements. The delivery model also requires regular on-site engineering, project capacity of 60 days per year, laptop build maintenance, service reporting and structured service management.
