Summary of the contracting process

Liverpool City Region Combined Authority intends to procure land, property and asset valuation services across its operational and commercial estate in the Liverpool City Region. The work will support asset management, governance and strategic development, as well as statutory, regulatory, accounting and insurance requirements. Four service areas are planned: insurance valuation reports on a rolling programme; ad-hoc valuations of commercial and public assets; Display Energy Certificates or Energy Performance Certificates for non-domestic public and operational buildings, with supporting advisory reports; and other asset-related services, including general valuation advice and condition or dilapidation surveys. This is a professional property, valuation, energy certification and asset advisory requirement, with suppliers potentially able to express interest in one or more of the planned service areas.

This procurement is at the planning stage: the Authority has announced its intention to procure, but this record is not an invitation to tender. It expects to use an above-threshold open procedure, with electronic submissions in English. The planned structure has four lots, each expected to run from 15 November 2026 to 14 November 2032. The buyer expects the procurement notice to follow on 19 August 2026. Its indicative tender closing date is 14 September 2026, with clarification questions expected by 13:00 on 14 August 2026 and an award decision expected by 4 November 2026. The planning information describes expressions of interest through the Chest portal, rather than bids for the contract at this stage.

The requirement should suit established property and asset valuation practices, surveying firms, energy assessors and specialist consultancies that can support public-sector estates. Insurance valuation suppliers will need to produce reports in accordance with CIPFA and RICS regulations. Commercial and public asset valuation providers will need to work to the RICS Valuation Professional Standards, known as the Red Book. Energy specialists should be able to provide Display Energy Certificates and/or Energy Performance Certificates for non-domestic buildings, together with advisory reports. Other suitable businesses may offer general valuation advice, condition surveys or dilapidation surveys. The four-lot structure creates scope for focused specialists as well as firms able to provide several related services.

These services are required to support the effective management, governance and strategic development of the Authority's assets, ensuring compliance with statutory, regulatory, accounting, insurance and asset management requirements.
