Summary of the contracting process

Cambridge City Council is procuring the design and construction of a new bowling pavilion at Abbey Leisure Complex in Cambridge, together with associated design works, construction and groundworks. The wider works will improve access to sports pitches and include grass guard surfacing, a bituminous footway, kerbing, fencing, signage, easy gates and cattle grids. The contractor must address drainage and prevent localised flooding, determine suitable sub-base thickness and, where needed, arrange trial holes to assess foundation ground conditions. The site is on council land at the entrance to sports pitches, a cycle track, outdoor fitness equipment and a well-used footpath and cycleway. Vehicle access passes through a narrow bridge and restricted roads in a residential area, so the works must minimise disruption to maintenance, pedestrians and cyclists.

The process has reached tender: Cambridge City Council invited offers through a below-threshold open competition. Enquiries had to be submitted by 2 September 2026 at 23:59, and tenders by 9 September 2026 at 23:59. The single contract is scheduled to run from 12 October to 12 December 2026. The procurement value is recorded as £60,000 gross, while the single lot is separately recorded as AED 60,000 gross, so bidders should check the tender documents for the applicable currency. Evaluation is based on quality at 60% and price at 40%. Electronic tender submission is allowed. The contractor must provide details of the site compound, parking, cabins, plant, maintenance arrangements and material deliveries in its tender.

This opportunity suits a contractor able to manage a small, integrated sports and leisure construction project from design through completion. Relevant capability includes pavilion construction, groundworks, sub-base and foundation assessment, grass guard or comparable reinforced surfacing, bituminous footways, drainage, kerbing, fencing, gates, cattle grids and signage. Experience working around operational sports facilities, public footpaths and cycleways would be useful, particularly where vehicle movements and access disruption must be carefully controlled. The successful contractor will need to plan deliveries and site logistics around a bridge approximately 3 metres wide with a 30-tonne weight limit, narrow internal roads and restricted turning areas. It must also manage a compact site compound, minimise vehicles on site and demonstrate suitable qualifications and experience.
