Neath Port Talbot County Borough Council is planning a building services minor works framework for activity in Neath Port Talbot. The proposed scope covers roofing, specialist flooring, scaffolding, air-conditioning, heating, plumbing, electrical work, fencing, glazing and general minor works. General minor works are proposed in two value bands: below £50,000 and between £50,000 and £250,000. The works are expected to include construction and maintenance activity for council-related buildings, including schools and buildings used for health and social services, together with building installations, heating, roofing, flooring and doors or windows. The procurement is structured as a multi-lot open framework, although the proposed lot categories may change before the tender is published. The council is the buying organisation.

This is at the planning and preliminary market engagement stage; it is not an invitation to tender. The council expects to use an open framework and plans to publish a future notice by 19 October 2026. A Meet the Buyer engagement event is planned for 2 September 2026, from 8.30am to 1pm, at Blanco’s Hotel & Restaurant, Port Talbot; suppliers are asked to book by 1 September and may send up to two attendees. The proposed framework value is £20 million excluding VAT, or £24 million including VAT. The planned contract period is 1 April 2027 to 28 March 2030, with renewal possible up to 30 March 2035. The council expects to discuss lotting, call-offs, reassessment, social value and the provisional award timetable.

The work is likely to suit specialist building and maintenance contractors in roofing, flooring, scaffolding, mechanical services, electrical services, fencing or glazing, as well as general works contractors able to deliver projects in either proposed value band. The council has indicated that small and medium-sized enterprises and voluntary, community and social enterprises are suitable for the framework. Suppliers should be prepared to demonstrate the relevant technical capability, workforce, equipment and experience for their chosen trade or general works category, and to meet the framework’s social value requirements. Businesses should also understand framework call-off arrangements and periodic open-framework reassessment. The engagement event offers an opportunity to examine typical works, proposed requirements and the intended procurement approach before preparing for the future tender.

NPTCBC wish to use this preliminary event to engage with the current supplier market regarding the potential opportunities available within the proposed Minor Works Open Framework Lot categories below: 1. Roofing; 2. Specialist Flooring; 3. Scaffolding; 4. Mechanical a) Air-conditioning; b) Heating; c) Plumbing; 5. Electrical; 6. General Minor Works below PS50,000; 7. General Minor Works between PS50,000 and PS250,000; 8. Fencing; 9. Glazing; (please note that the above list may be subject to change prior to the tender going live) NPTCBC officers will outline the scope of Minor Works along with the proposed Lotting structure detailed above, as well as the Open Framework procurement process and the provisional timetable from live publishing through to final award. The Social Value elements required by the framework in relation to each Lot will also be discussed, with Business Wales in attendance to provide advice and guidance on how to bid for opportunities through Sell2Wales Companies involved in the provision of the above categories are warmly invited to attend this pre-market engagement event which will include initial presentations and then opportunities for suppliers to break into discussion groups with NPTCBC officers. This informal opportunity will include typical examples of the types of construction and maintenance works likely to be included within the framework scope, as well as the call-off processes and Open Framework re-assessment procedures.
