Summary of the contracting process

Neath Port Talbot County Borough Council plans a multi-lot building maintenance and minor works framework covering its buildings and schools in Neath Port Talbot. Work is divided across roofing, specialist flooring, scaffolding, air-conditioning and ventilation, heating and welding, plumbing, electrical work, general building repairs, demolition, fencing and handrailing, and glazing. The general works categories cover comprehensive minor works at two different contract-value bands. Suppliers can focus on the trade categories that match their services or bid for multiple categories. The council has revised the proposed lot categories to include demolition and to combine fencing with handrailing. The framework is intended to support both planned maintenance and urgent or low-value works, with call-offs made under different arrangements depending on the category.

This is a planned procurement: the council has completed preliminary market engagement and expects to publish the tender in early December 2026. It expects an open procedure and an open framework, with appointment of multiple suppliers to each lot. The estimated overall value is £21,404,167 excluding VAT (£25,685,000 including VAT). The planned framework period runs from 1 June 2027 to 31 May 2035. Indicative tender submission and clarification dates are 25 January 2027 and 13 January 2027 respectively, with award expected by 6 April 2027. These are planned procurement dates, not deadlines to respond to this notice. The council is considering appointing five ranked suppliers to most lots and seven to each general minor works lot. It may appoint one supplier to multiple lots. Evaluation criteria and detailed technical requirements are to be set out in the tender documents.

The framework is relevant to construction, building maintenance and specialist trade contractors able to deliver work in Neath Port Talbot’s council buildings and schools. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable across the lots. Suppliers may bid for one or more categories, making the framework relevant both to specialist firms and to businesses able to deliver broader packages of minor works. The council requires the Common Assessment Standard for the economic selection criteria. Technical requirements are expected to be detailed in the tender specifications. Suppliers considering the specialist lots should assess their capacity to handle urgent and low-value direct-award call-offs, which may be used for most categories; the general minor works lots instead use planned work and selective competition for call-offs. The council expects bidders to have adequate resources for every lot they seek.
