Westminster City Council intends to procure a service to operate, manage and maintain 951 shared-supply electric vehicle charge points installed in lamp columns alongside resident parking bays. The service will support Westminster residents using the council-maintained public highway. Suppliers can respond to questionnaire SQ_30219 by 12 noon on 3 September 2026; clarification questions are due by 12 noon on 27 August 2026. The council expects electronic submissions in English.

The work should suit operators of public electric vehicle charging networks, charge-point service providers and electrical engineering or maintenance businesses with experience managing equipment on public highways. Relevant capability is likely to include remote monitoring and customer support, fault diagnosis, preventative and reactive maintenance, electrical installation, asset management, contractor coordination and reliable service delivery for residents. Suppliers should be able to work with Ubitricity-manufactured equipment and Open Charge Point Protocol version 1.6, and manage a sizeable installed estate rather than a small pilot. The procurement is identified as suitable for small and medium-sized enterprises, so a capable specialist may be well placed to compete, either independently or through a consortium or delivery partnership. Notice Description

Since Westminster City Council (WCC) carried out a pilot test of shared power supply charge points, or lamp column charge points (LCCP), alongside resident parking bays in 2017, the council has embarked on several significant expansion programmes resulting in a total of 2,332 LCCP being present on the WCC maintained public highway as of July 2026. This service is predominantly aimed at the Westminster residents, with just over 30% of parking permit holders owning an EV. This contract is currently let to Siemens Plc, with Ubitricity acting as a sub-contractor, and consists of 951 charge points (all manufactured by Ubitricity). All charge points were purchased by WCC through a concessionary contract procured via the TfL GULCS Framework. They have a working life of at least 10 years and are compatible with the Open Charge Point Protocol (OCPP) version 1.6, so there is an opportunity for a Supplier to provide a service for at least 5 years once the contract has concluded.
