Summary of the contracting process

Wigan Council commissioned clearance of illegally deposited waste at the Bolton House Road site in Bickershaw, including waste behind the site at Diggle Flash, part of Bickershaw Country Park. The work is an integrated waste-removal and site-clearance contract, covering an estimated 18,000 tonnes. The site has a history of fire and presents public-health, environmental and fire risks; the waste may include hazardous material, and removing it may expose contaminated soil or water. Delivery is at Bolton House Road and Diggle Flash in Wigan. The requirement combines waste removal, management of hazardous waste and work on a high-risk site, rather than separate packages of work.

The procurement is complete and the contract was awarded to Acumen Waste Services Limited. The award date is 18 September 2026, with a stated contract value of £4,636,426.71 excluding VAT (£4,815,437.63 including VAT). The latest recorded contract period runs from 9 October 2026 to 7 April 2027. This was a single-lot, accelerated open procedure, justified by urgency; the council said the integrated requirement needed consistent delivery, oversight and supplier accountability. Evaluation weighted quality at 55%, social value at 15% and price at 30%. Participation required a site visit with council representatives, relevant large-scale waste-clearance experience and specified insurance, permits and licences. The awarded contract allows additional purchases if further work proves necessary to clear the site.

This award shows demand for a supplier able to mobilise for complex, high-risk waste clearance, including illegally deposited hazardous waste and waste on a site with fire risk or affected by fire. A credible competitor when this requirement next comes to market would need demonstrable experience on comparable large-scale removal contracts, safe management of hazardous material, and effective control of subcontractors and supply chains. The buyer required evidence of a site permit, environmental management system, waste carriers’ licence and haulier operating licence, plus SSIP membership or equivalent safety certification. It also required substantial employer’s and public liability insurance, and plant, vehicle or contract works cover. Site managers and supervisors need the specified construction safety and environmental training, with WAMITAB level 4 or equivalent for the site manager and supervisor. Suppliers also need suitable treatment and onward-disposal facilities, with permits, and the capacity to handle uncertain waste conditions and operational risks.

Notice Information

Notice Title

Bolton House Road Site Waste Clearance

Notice Description

Tender for the contract to clear waste illegally deposited on the Bolton House Road Site, Bickershaw, Wigan, WN2 4AB. It includes waste that has been deposited to the rear of the site on Diggle Flash (A nature reserve that is part of Bickershaw Country Park). The quantity of waste Wigan Council expects to be removed is estimated to be in the region of 18,000 tonnes. This is estimated following a LiDAR survey which calculated the volume of waste as 23,086 metres cubed. Wigan Council is conducting this procurement on an accelerated timetable due to an urgent requirement brought about by circumstances both unforeseeable and unattributable to Wigan Council. The urgent need is to clear an illegal waste site that presents an unacceptable risk to public health, environmental harm and outbreak of fire. Please note that the site has previously caught fire thus there remains a serious fire risk. The procurement timeline is reduced to c.15 days thus still allowing for sufficient competition. The breakdown of Lots for this urgent requirement isn't feasible for this requirement. In accordance with the principles of the Procurement Act 2023, Wigan Council considered whether the contract could be divided into lots. Following assessment, it was concluded that a single lot approach is appropriate due to the integrated nature of the urgent requirement and the need for consistent delivery, contract oversight along with supplier accountability. New Contract Award Notice completed (Please ignore previous Contract Award Notice [Notice identifier: 2026/S 000-088825]). This is due to the incorrect column being included within the bidders' Assessment Summaries referencing the percentage weightings for each quality question. The error has been rectified hence, this new Contract Award Notice. In line with the principle of transparency, Wigan Council shall restart the standstill period.
