Summary of the contracting process

The Food Standards Agency (FSA) invites tenders for the project titled "Coding NDNS Consumption data into EFSA's food classification+description - FoodEx," focusing on data processing and standardisation within the public sector. Situated in York, UK, the contract, identified as tender ID C463938, is in the active tender stage. The tender process was initiated on 10th August 2026, with the submission deadline set for 18th September 2026. Key market areas include data analysis and research services, particularly suited to businesses with expertise in data processing and classification. This open competition is below the threshold and requires electronic submissions through the specified health-family single e-Commercial System.

This tender presents a substantial opportunity for growth for businesses involved in data analysis services, research and development, content standardisation and classification, as well as data capture services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate. With a contract value of up to £78,000 and the potential for extension, the project offers both financial and reputational growth for companies capable of demonstrating high technical capability and cost-effectiveness. The project, beginning in November 2026 and potentially extending until March 2028, aligns well with businesses looking to expand their profiles within government health and safety data services.

Notice Title

Coding NDNS Consumption data into EFSA's food classification+description -FoodEx

Notice Description

As part of the FSA's commitment to ensure food is safe and is what it says it is, the FSA undertakes food safety risk assessments which underpin these decisions in line with the internationally recognised 'Codex Working Principles for Risk Analysis for Food Safety'. A key component of food safety risk assessment is exposure assessment, which estimates the amount of a hazard consumed through the diet. Exposure assessment combines food consumption data with information on the concentrations of substances such as contaminants, food additives or pesticide residues in food to estimate the levels consumers may be exposed to. To conduct UK dietary exposure assessments, the FSA uses consumption data in combination with occurrence data for hazards and other substances in food. UK consumption data is primarily obtained from the UK National Diet and Nutrition Survey (NDNS). The National Diet and Nutrition Survey (NDNS) is a co-funded programme between the Department of Health and Social Care (DHSC) Office for Health Improvement and Disparities (OHID) and FSA. NDNS is a rolling programme which assesses the diet, nutrient intake and nutritional status of the general population of the UK. Tenders are invited to carry out the recoding of NDNS consumption data to FoodEx2, a standardised system for classifying and describing food.
