Summary of the contracting process

Network Rail Infrastructure Limited is procuring maintenance and mentoring support for electrical distribution and integrated protection and control assets on the Wales and Western railway routes. The services cover maintenance and faulting of distribution equipment, IPC and SCADA systems, staff training and mentoring, 24/7 telephone technical support and rapid fault response. In a major incident, the contractor must make the equipment safe to support restoration of passenger services; further rectification may be ordered separately. The procurement is for services involving repair and maintenance of electrical distribution equipment (CPV 50532400). It is divided between the Western Route and the Welsh route, with work delivered across those respective rail networks.

The procurement has reached tender: Network Rail invited suppliers through its Bravo portal using a selective competitive flexible procedure. A combined expression of interest and pre-selection questionnaire covers both lots; the top three bidders for each route are invited to tender, with separate tenders evaluated for each route. Suppliers must email by 10:00 on 17 August 2026 to receive the questionnaire link, and expressions of interest are due by 16:00 on 13 August 2026. Each lot is valued at £6,750,000 excluding VAT (£8,100,000 including VAT). The contract period for each lot is 1 April 2027 to 31 March 2029, with an option to extend to 31 March 2030. Evaluation is 40% commercial, 30% technical submission and methodology, 12% contract organisation, 6% health and safety and environment, 6% carbon and circular economy social value, and 6% nuisance and community social value. Award is scheduled by 12 January 2027.

This opportunity suits established rail infrastructure maintenance contractors with specialist electrical distribution, substation, high-voltage cabling, trackside equipment, switching, protection and control experience. Suppliers must hold the relevant RISQS registrations: D.E.7.2 for transformers and transformer rectifiers; F.C.3.1 for substations and switching stations; F.C.3.2 for high-voltage cabling; and F.C.3.3 for trackside equipment. Wales additionally requires F.C.1.7 for switching. A Principal Contractors licence is also required. Bidders should be able to provide planned maintenance, fault diagnosis, rapid response, SCADA and IPC support, technical telephone assistance, training and staff mentoring. Organisations may bid for Western, Wales or both, but a supplier seeking both lots must demonstrate sufficient resources to cover both routes. The procurement also rewards strong safety, environmental, organisational and social-value delivery.

Network Rail have electrified the Great Western route with two major programmes; Crossrail West and Great Western Electrification Programme. These two programmes of work have both constructed new substation assets with associated equipment that the routes need to maintain. Services include: * Maintenance and faulting of the distribution equipment. * Maintenance and faulting of the IPC and SCADA systems. * Staff training and mentorship support. * 24/7 telephone technical support. * Rapid fault response. In the event of a larger incident (such as ATF failures and fires), the Contractor shall make safe only to allow restoration of full passenger service. Any further rectification works required shall be covered by a separate contract order form under the framework. For this type of work, Network Rail reserves the right to approach the open market and conduct a competitive procurement process outside the Framework.
