Summary of the contracting process

The Ministry of Defence intends to procure a daylight-hours aviation Safe Operating Environment for the British Army Training Unit Kenya (BATUK). The service will support training-area safety and operations in Kenya, including planned and reactive range clearance, assessment of training facilities and infrastructure, interception of incursions, emergency response and assistance during natural disasters. It will also provide aerial firefighting, including aerial fire suppression or wetting of general areas, and general aviation support. General aviation tasks may include passenger transfers, aviation reconnaissance, command and control, search, VIP movements, and the logistics or movement of materiel within BATUK’s area of responsibility. The procurement covers piloted aircraft, helicopters, support helicopters and aerial forest-firefighting services. It is a services procurement led by the Ministry of Defence.

This procurement is at the planning stage: the buyer has announced its intention to procure but has not invited tenders. It is expected to use a Competitive Flexible Procedure with two stages: a Procurement Specific Questionnaire followed by an Invitation to Tender. The buyer expects expressions of interest by 30 November 2026, with the next notice anticipated on 2 November 2026 and an award decision expected by 15 October 2027. The single planned lot has an estimated value of £20,258,620 excluding VAT, or £23,500,000 including VAT. The anticipated contract period is 1 November 2027 to 31 October 2037, with an extension of up to 18 months, potentially ending 30 April 2039. English will be used. Up to five providers will be shortlisted for tender; selection will use pass/fail and weighted technical, economic and financial criteria.

The work is likely to suit aviation operators and specialist air-support providers able to deliver helicopters or other piloted aircraft in Kenya, with crews, aircraft and operational support available during daylight hours and capable of responding to changing military priorities. Relevant experience may include range safety and clearance, aerial firefighting, emergency response, reconnaissance, search, command and control, passenger or VIP movement, and logistical air transport. Providers should prepare evidence of the required economic and financial standing and technical or professional ability, as well as responses to pass/fail qualification questions and weighted technical questions. The buyer will assess capability against minimum standards and may verify submitted information using independent financial or market advice. Responses must be prepared in English, with English translations for relevant supporting material where needed. This is a substantial, long-term aviation support requirement in a military training environment.

Procurement description: (1) The Safe Operating Environment (SOE), provides a capability available during daylight hours, at the Authority's priority, to conduct: (a) Range Clearance: Planned capability available at a prearranged time and date outlined during regular liaison in order to assess training (trg) facilities and Training Area (TA) infrastructure for safety, intercept TA incursions, assist with natural disasters, and, or respond to emergency situations that may lead to a loss of life, trg or impact the Authority's reputation. If necessary, the Authority will deploy a team to conduct ground command and control; RC platform may be re-tasked to assist. Additionally, a reactive, capability available during daylight hours when the Contractor is forward based, covering the Authority's exercises. (b) Aerial Fire Fighting (AFF): A capability, available during daylight hours, tasked at the Authority's priority providing fire suppression or wetting from the air, of a general area to ensure a SPTT. (c) General Aviation Support (GAS): Capability available through pre-arranged liaison and in accordance with the response state. This could include pax transfer, aviation recces, command and control platform, search, VIP movement and logistic/movement of materiel within the BATUK area of responsibility. (d) The detailed aviation Safe Operating Environment.
