Procurement description: (1) The Safe Operating Environment (SOE), provides a capability available during daylight hours, at the Authority's priority, to conduct: (a) Range Clearance: Planned capability available at a prearranged time and date outlined during regular liaison in order to assess training (trg) facilities and Training Area (TA) infrastructure for safety, intercept TA incursions, assist with natural disasters, and, or respond to emergency situations that may lead to a loss of life, trg or impact the Authority's reputation. If necessary, the Authority will deploy a team to conduct ground command and control; RC platform may be re-tasked to assist. Additionally, a reactive, capability available during daylight hours when the Contractor is forward based, covering the Authority's exercises. (b) Aerial Fire Fighting (AFF): A capability, available during daylight hours, tasked at the Authority's priority providing fire suppression or wetting from the air, of a general area to ensure a SPTT. (c) General Aviation Support (GAS): Capability available through pre-arranged liaison and in accordance with the response state. This could include pax transfer, aviation recces, command and control platform, search, VIP movement and logistic/movement of materiel within the BATUK area of responsibility.                             "description": "The PSQ will be evaluated in two stages: a. Stage 1 (PASS / FAIL Evaluation) - Qualification Envelope. The Qualification Envelope contains PASS / FAIL questions which must be achieve a PASS by the Potential Provider in order to progress to the Stage 2 (except where the Authority has discretion not to fail the Potential Provider). b. Stage 2 (SCORED and PASS / FAIL Evaluation) - Technical Envelope. Those Potential Providers who are successful in the Stage 1 evaluation will then be taken forward into the Stage 2 evaluation where their capability will be assessed using a series of PASS/FAIL and weighted questions which include a scoring regime across a range of weighted criteria. The weighted questions and criteria have been weighted to reflect the relevant importance of the question and criteria to the assessment of the capability of the Potential Provider. No more than five Potential Providers will be taken forward from this PSQ to participate in the Invitation to Tender (ITT). The stage 2 evaluation scores and weightings are detailed within the PSQ Assessment Methodology Document. An individual weighted score is calculated for each question by multiplying the question weighting by the appropriate score allocated to the Potential Provider for that question. A total weighted score is then calculated by adding together the entire individual question weighted scores for the Potential Provider. The Potential Provider's response to each question shall be evaluated in accordance with the Potential Provider selection criteria detailed in the PSQ Assessment Methodology Document. All questions must be answered without reference to general marketing or promotional material. No more than five Potential Providers will be taken forward from this PSQ to participate in the Invitation to Tender (ITT). The exercise will be conducted in the English language. If any of the required information (e.g. text in financial accounts) is not available in English, please supply a copy of the original document and an English translation of that information. A maximum of five Potential Providers will be shortlisted from this PSQ stage to proceed to the Invitation to Tender (ITT). Only Potential Providers who: a. Achieve a 'pass' rating on all pass/fail questions, and b. Meet or exceed the minimum required standards for economic and financial standing, as well as technical or professional ability, as set out in the Authority's pre-qualification criteria; will be invited to submit a tender. If more than five Potential Providers satisfy the above criteria, only the top five Potential Providers with the highest overall evaluation scores will progress to the ITT.
