Summary of the contracting process

Renfrewshire Council is procuring specialist works for its housing stock across the Renfrewshire Local Authority area. The requirement covers surveying and treating timber, rot, woodworm and other infestations, dampness and mould in both tenanted and void properties, including homes occupied by vulnerable residents. Works include timber preservation, rot eradication, damp proofing, disinfection, sanitisation, anti-fungal and antimicrobial treatments, air sterilisation, associated building repairs and mechanical ventilation. The ventilation scope includes Positive Input Ventilation systems, extract ventilation, ducting and servicing. Related trades include joinery, plumbing, electrical, gas and general building work. The contract also includes investigation, reporting, repair and performance-monitoring requirements, with work ordered by the Council as required.

The procurement has reached tender: Renfrewshire Council invited offers through an open procedure. It is a single-lot works contract, with electronic submission and English-language bids. The tender deadline set by the Council was 11 September 2026 at 12:00, when bids were also due to be opened; the bid validity period runs to 8 February 2027. The initial contract period is 720 days, with options for two further extensions of up to 12 months each, giving a possible total period of four years. The anticipated annual value is £2,750,000, indicative only, with no guaranteed continuity or volume of work. Evaluation is based on methodology and approach (45%), price (40%), community benefit outcome menu (7%), Fair Work First (5%) and community benefit supporting methodology (3%).

This opportunity suits a property-care or building-maintenance contractor able to deliver specialist remedial treatment works alongside broader construction trades. Bidders must be members of the Property Care Association or an equivalent body and provide evidence. The supplier must employ a surveyor qualified as a Certified Surveyor in Remedial Treatments to investigate defects and produce detailed reports, recommendations and costings using the National Schedule of Rates. Capability is also needed in ventilation systems, including PIV, extraction, ducting and servicing, as well as joinery, plumbing, electrical, gas and general building repairs. The work requires operating safely in occupied homes, including those of vulnerable residents, while maintaining records, reporting and performance monitoring. Fair Work First and mandated community benefits form part of delivery and evaluation.
