Summary of the contracting process

Northern Ireland Water Limited procured liquid oxygen supply and delivery, together with bulk storage vessels, ancillary equipment, and associated maintenance, testing and certification. Lot 1 covers delivery of liquid oxygen to the Alpha site at Dunore Point, including the lease and maintenance of bulk storage vessels and related equipment. Lot 2 covers delivery to Castor Bay, plus installation of bulk storage vessels and associated equipment; the supplier retains ownership of the vessel and leases it to Northern Ireland Water. The requirement combines chemical-product supply with equipment leasing, installation, repair and maintenance services. Work is to be delivered in Northern Ireland, at Dunore Point and Castor Bay. The selected supplier is BOC Limited, a large UK-based industrial gas and services business.

The procurement is complete and both lots were awarded to BOC Limited, although the awards are recorded as pending signature. Lot 1 has an awarded gross value of £2,965,680. Lot 2 has an awarded gross value of £1,977,120. The initial contract period for each lot runs from 15 September 2026 to 14 September 2029, with options to extend by 2+1+1+1 years, up to 14 September 2034. The planned contract signature date is 14 September 2026. Northern Ireland Water used a direct award after no suitable tenders were received during the competitive process. The procurement was conducted under the utilities regime and each lot was above the relevant threshold. The published outcome followed an earlier unsuccessful competitive process covering both lots.

This requirement suits suppliers able to provide liquid oxygen reliably to water-treatment sites and to manage the full supporting infrastructure rather than supplying the gas alone. Credible competitors would need access to suitable liquid-oxygen production, transport and delivery capacity, and the ability to install, lease, maintain, test and certify bulk storage vessels and ancillary equipment. Lot 1 demonstrates demand for an established storage arrangement with ongoing maintenance at Dunore Point; Lot 2 adds vessel installation and ownership with a leasing model at Castor Bay. Experience supporting critical utility operations, maintaining compliance records and coordinating safe deliveries across Northern Ireland would strengthen a future bid. The direct-award outcome after an unsuccessful competition also indicates that capable suppliers may need to satisfy the buyer’s technical and operational requirements clearly.
