Summary of the contracting process

The Guinness Partnership Limited intends to procure regional servicing, repair and installation services for domestic and communal mechanical, electrical and plumbing systems. This is a services procurement, including heating, ventilation, electrical, mechanical installation, pump and building-systems maintenance.

This procurement is at the planning stage: the buyer has stated an intention to procure and has not yet invited tenders. The expected approach is a competitive flexible procedure. The buyer intends to issue a future notice on 24 August 2026. The planned arrangement is for six regional contracts, split into three mechanical and electrical lots and three plumbing lots, with an initial five-year term and two possible further five-year periods. The estimated value is £65,550,000 excluding VAT, or £78,660,000 including VAT. Tenderers may bid for all lots, but may win no more than two mechanical and electrical lots; all three plumbing lots may be awarded to one tenderer.

The procurement will suit contractors able to deliver multi-disciplinary building-services maintenance, responsive repairs, planned servicing and installation across housing or other domestic and communal settings. Relevant capability may include electrical and mechanical building systems, heating, ventilation, air conditioning, pumps, water and sewage infrastructure, laundry equipment, access and security systems, building management systems and fall-arrest equipment. Specialist firms may be well placed for individual disciplines or for regional delivery, while larger integrated providers may suit the breadth of the contracts. The buyer has indicated that the work is suitable for small and medium-sized enterprises. Suppliers should prepare evidence of technical competence, operational capacity, regional coverage and experience coordinating varied mechanical, electrical and plumbing services.

The Guinness Partnership Limited is looking to procure six multi-disciplinary, regional contracts carrying out servicing, repairs and installations of both domestic and communal Mechanical & Electrical, and Plumbing (water) systems. The disciplines will include, but not be limited to, air conditioning, ventilation, laundry, renewables (optional), Door Entry, Automatic Doors, Barriers & Gates, Warden Call, CCTV, TV Aerials, BMS and Fall Arrest systems for Mechanical & Electrical contracts, and water, sewage and sump pumps, boreholes for Plumbing (water) contracts. The contracts are to be let under a 5+5+5 year arrangement and split between the following geographical regions - Lot 1 - M&E - North West, Greater Manchester, Yorkshire, and Humberside Lot 2 - M&E - Home Counties, London and South East Lot 3 - M&E - South West Lot 4: Plumbing - North West, Greater Manchester, Yorkshire, and Humberside Lot 5: Plumbing - Home Counties, London and South East Lot 6: Plumbing - South West Tenderers may bid for all lots, and win a maximum of two M&E lots, and all three Plumbing lots.
